Commission condemns police assault of motorist in Budiriro

Africa-Press – Zimbabwe. The Zimbabwe Independent Complaints Commission (ZICC) has condemned the assault of a motorist by police officers in Budiriro, a video of which was widely circulated on social media.

The Commission was responding to public outcry over the footage, which showed members of the Zimbabwe Republic Police (ZRP) assaulting a motorist.

In a statement, the ZICC, a constitutional oversight body established under Section 210 of the Constitution and operationalized by the ZICC Act, denounced all forms of cruel and degrading treatment by law enforcement officials.

“The Commission condemns in the strongest terms all forms of cruel, inhuman, or degrading treatment or punishment by law enforcement officials,” the statement read.

The Commission acknowledged the ZRP’s public statement, in which national spokesperson Commissioner Paul Nyathi confirmed that disciplinary measures had been instituted against the implicated officers.

However, the ZICC emphasized it would exercise its independent mandate to conduct its own review.

“While this administrative response is noted, the Commission shall exercise its independent mandate to review the incident and determine whether the conduct complained of discloses any violation of human rights, abuse of power, or maladministration,” the statement added, citing its powers under Sections 12 and 13 of the ZICC Act.

The Commission reiterated that professional policing must be conducted “within the bounds of the law, with due respect for human dignity, proportionality in the use of force, and adherence to the principles of accountability and transparency.”

The ZICC also urged members of the public to file formal complaints with the Commission in cases involving alleged misconduct by security services. Complaints can be submitted through the Commission’s provincial offices or via email at [email protected].

“The Commission will continue to engage with the ZRP Command to ensure institutional operations that strengthen public confidence, promote lawful conduct, and safeguard the constitutional rights of all citizens,” the statement read.
