Government unveils sweeping agricultural reform package

Africa-Press – Zimbabwe. HARARE, Apr. 9 (NewsDay Live) – The Ministry of Finance, Economic Development and Investment Promotion has unveiled a wide-ranging reform package aimed at revitalising Zimbabwe’s agricultural sector.

In a statement, Finance Minister Professor Mthuli Ncube said the measures are anchored on improving regulatory quality and creating a more investor-friendly environment in a sector that remains central to the economy.

“The reform package is expected to significantly improve policy predictability, regulatory quality and the ease of doing business in agriculture — key drivers of sustainable economic development and private sector growth,” Ncube said.

He added that the measures are designed to address longstanding structural inefficiencies that have undermined productivity and competitiveness across agricultural value chains.

According to Ncube, a key outcome of the reforms will be lower production costs, a major constraint on the sector’s performance.

“Reduced costs are expected to enhance the competitiveness of Zimbabwean agricultural products in both domestic and international markets,” he said.

He noted that improved competitiveness would enable local producers to better withstand regional and global market pressures while boosting export potential.

“The measures are anticipated to reduce production costs across value chains, improve competitiveness, strengthen national food security, stimulate investment and formal sector participation, and enhance agriculture’s contribution to economic growth and employment,” Ncube said.

The minister added that the policy package is projected to attract both domestic and foreign investment by establishing a predictable and transparent regulatory framework.

“This is expected to encourage greater participation in the formal sector, broaden the tax base and support overall economic stability,” he said.

Ncube emphasised that agriculture remains pivotal to Zimbabwe’s industrialisation agenda due to its strong linkages with manufacturing and other sectors.
