New Pact Aims to Professionalize Zimbabwe Security Services

Africa-Press – Zimbabwe. The Zimbabwe Independent Complaints Commission (ZICC) has signed a memorandum of understanding (MoU) with the Zimbabwe Open University (ZOU) to strengthen professionalism in the security services sector.

The MoU is expected to push for effective communication with all citizens, including persons with disabilities, while promoting sign language learning.

Speaking at the signing ceremony in Harare, ZICC chairperson Justice Webster Chinamhora said the agreement marked a significant step in strengthening professional standards in the security sector.

He said professionalism in the security services must be deliberately taught, nurtured and continuously refined through structured training and education.

“Professionalism in the security services cannot be an isolated or instinctive quality it must be taught, nurtured, and continually refined,” Chinamhora said.

“This MoU stands as an expression of that truth. Our Constitution entrusts ZICC with a solemn mandate, the promotion of integrity, accountability and respect for human dignity within the security services.”

Chinamhora noted that the collaboration will infuse academic rigour into oversight practices and continuous professional development, helping officers to adopt critical thinking, emotional intelligence and human-rights-centred approaches.

Speaking at the same event, ZICC executive secretary Netsai Chivake said they were confident that the partnership would build security services that communicated effectively with all citizens, including persons with disabilities, as reflected in our joint commitment to promoting sign language training.

“This is not a cosmetic gesture; it is a commitment to inclusivity, dignity and human rights. As ZICC, we have always believed that oversight should not be framed in adversarial terms,” she said.

“Oversight is not a hammer; it is a compass. It guides institutions towards best practice. It encourages reflection, correction and growth. Our colleagues from ZOU bring academic excellence, rigour and a wealth of technical expertise.

“We bring the constitutional mandate, the operational realities and the commitment to promoting justice and public trust. Together, we form a partnership that can and will produce meaningful transformation.”
