The Deputy Attorney General of the Republic (PGR), Mota Liz, said this Tuesday, in Luanda, that the role of the victim in the criminal proceedings “is a neglected topic” in the country, having expressed concern about the of his execution and with the social reintegration of the condemned man.

“What concerns us today is the phase of execution of the sentence, in which the person must spend the time strictly determined by the courts”, he underlined. Speaking on the sidelines of the opening of the National Conference on Justice Reform, Penitentiary System and Human Rights, Mota Liz said that another neglected focus is the role of the victim in the Angolan criminal process. “We are concerned about the accused, about his human rights, in this case, there is the victim of the crime”, stressed the magistrate. Then, questions related to protection and how to minimize damage are advanced, having underlined that when life is lost, it is not recoverable.

“Sometimes, it’s not just life that is lost, because material goods, physical integrity, honor, in short, other things are lost”, stressed the Deputy Attorney General of the Republic. The role of the victim “is another side that the criminal process has to debate, discuss” and, “on a practical level, find solutions that safeguard, that minimize the impacts of the effects of crime”, he defended.

Mota Liz also spoke of the “complexities” of the penal system. We must first have social mechanisms for crime prevention, so that the entire penal system will pursue, fight and guarantee social peace.” If, despite all the prevention mechanisms, crime occurs, “it’s because they failed”, he observed. , emphasizing that the formal control bodies must take action and there must be an investigation to clarify the crime, through the criminal process.

“Then comes the other phase, which is no less important. That is, in case of conviction, it must be executed, and, in the end, it is a very important part of the pyramid that will target the person who committed the crime. , being held responsible with a view to re-education”, he explained.

For the Public Prosecutor’s Office, more than punishing the convict, “the main focus should be to prepare him to return to social life, where we want him not to commit crimes again”.
