Africa-Press – Angola. A course for financial attachés started this Monday and runs until next 25th at the Diplomatic Academy Venâncio de Moura, in Luanda, with the aim of providing diplomats with mastery of rules for drafting, budget execution and asset management.
Intervening in the opening speech of the course, the Secretary of State for Administration, Finance and Heritage, Maria Ramiro, highlighted that this training action inaugurates a new cycle of actions for training and refreshing staff, following a decision taken by the President of the Republic, João Lourenço.
“Financial Attachés are expected to have a thorough mastery of the rules of budget preparation and execution, asset management that does not neglect any detail, from the situation of real estate, movable and immovable, complying with the rules of compliance and accountability , always bearing in mind the Owner’s orientation of the Executive Power with regard to the fight against corruption and impunity. This can only be achieved with probity, integrity and patriotism”, he underlined.
The Secretary of State also mentioned that on a day-to-day basis, financial attachés should be aware that they serve the State and not an individual person, always bearing in mind that the resources available are always scarce.
“Therefore, they should advise managers on the best options, in order to improve the quality of public spending, prevent unnecessary indebtedness. It is time to end the exposure of Financial Attaché names on social networks and on newspaper covers for the worst reasons ”, highlighted Maria Ramiro.
For his part, the director-general of the Diplomatic Academy, Venâncio de Moura, José Marcos Barrica, considered the course “a concrete example of a response to the need for continuous and permanent improvement of public servants, so that in the performance of their functions, there where the homeland places them, can do so with competence, professionalism and ethics”.
