Angola participates, from yesterday until today, in Nairobi, Kenya, in the 32nd meeting of the Technical Support Committee of the Regional Supervisory Mechanism of the Framework Agreement for Peace, Security and Cooperation in the Democratic Republic of Congo (DRC) and in the Region.

The Angolan delegation at the event is headed by the director for Africa, Middle East and Regional Organizations of the Ministry of Foreign Affairs, ambassador Miguel César Bembe.

The meeting, which is being co-chaired by the Special Envoy of the United Nations Secretary-General for the Great Lakes Region, Huang Xia, and the Special Representative of the African Union, Michelle Ndiaye, aims to analyze the main developments political and security issues in the region, including the implementation of regional dialogue processes.

The objectives of the meeting also include the implementation of regional dialogue processes, as well as the presentation of initiatives for implementing the decisions of the 10th high-level meeting of the Regional Oversight Mechanism.

In his speech, Ambassador Miguel César Bembe presented the main actions carried out so far by the Angolan mediation in the dispute between the DRC and Rwanda, highlighting the trip, on the 11th and 12th of this month, of President João Lourenço to those two countries, where he held working meetings with his counterparts Paul Kagame and Félix Tshisekedi, with the aim of finding solutions to the prevailing political security crisis, at the moment, on the common border, including the escalation of tension between the two States.

During the meeting, the issue of preparation for the 11th summit of the Regional Oversight Mechanism, to be held on February 24, 2023, in Bujumbura, Republic of Burundi, preceded by the Ministerial Meeting, will also be analysed. This event will coincide with the 10th anniversary of the Framework Agreement.

Miguel César Bembe participates in the meeting as president of the Mechanism of National Coordinators of the International Conference on the Great Lakes Region (CIRGL) and as the focal point of political-diplomatic coordination, at a technical level, of the mediation processes in Luanda and Nairobi .

The 32nd meeting of the Technical Support Committee of the Regional Supervisory Mechanism of the Framework Agreement for Peace, Security and Cooperation in the DRC and in the region will also be attended by the Angolan ambassador to Kenya, Sianga Abílio, from the executive secretariats of CIRGL, SADC and representatives of CIRGL Member States, including DRC and Rwanda.

The Framework Agreement for Peace, Security and Cooperation in the DRC and Region was signed on February 24, 2013, in Addis Ababa, Ethiopia, by 13 countries on the African continent, taking into account the recurrent cycles of conflicts and violence that afflict the East of the Democratic Republic of the Congo.

The Framework Agreement defines a deeper and more comprehensive approach to the local, national and regional roots of conflicts and provides for the creation of national and regional supervisory mechanisms, with the aim of monitoring the implementation of the commitments assumed by the signatory parties.

It is an instrument that aims to create the essential conditions for the DRC and the Region to achieve peace, security and stability, in favor of sustainable development. The countries that signed the document are Angola, Burundi, Kenya, Central African Republic, Congo, Democratic Republic of Congo, Rwanda, South Africa, Sudan, South Sudan, Tanzania, Uganda and Zambia.

The agreement was also signed by the UN, African Union, SADC, CIRGL, European Union, Belgium, USA, France and United Kingdom.

When participating in the 10th Summit of Heads of State and Government of the signatory countries of the Framework Agreement for Peace, Security and Cooperation (PSC) in the DRC and in the Region, held in February this year, in Kinshasa, President João Lourenço defended the union between the States of the region as one of the paths for the defense of peace, security, political and social stability of the countries that integrate it.

João Lourenço, who was speaking as acting president of the CIRGL, said that it was important for the countries in the area to assume themselves as the main actors in the search for constructive solutions for the resolution of existing conflicts, through the effective implementation of the national and regional commitments assumed under the Framework Agreement.

“As Heads of State of the Great Lakes sub-region and heads of Mechanisms and Organizations signatories to the Framework Agreement, we have the responsibility to work together to defend peace, security and political and social stability in the countries that integrate”, defended the Angolan statesman, at that meeting.

The Head of State also highlighted that the attacks that have been perpetrated by terrorist groups in the East of the DRC and in other countries of the sub-region show the need to strengthen cooperation and regional coordination in the field of security, through the promotion of initiatives that may contribute to eliminating this disease from the continent.

He referred that it was within this effort that he took the initiative to promote the Summit on Terrorism and Unconstitutional Changes in Africa, which took place in May in Equatorial Guinea, in which he was awarded the title of Champion for Reconciliation and Peace in Africa, in recognition of its commitment to peace on the continent.
