Sense about jobs
Regarding the workforce, the GPL says that, at the moment, the Executive’s greatest concern is the promotion of employability, promoting decent and sustainable jobs.
Considering the high degree of informal occupation in the markets, quantifying this indicator, at this moment, may run the risk of underestimating or overestimating direct and indirect employment in Luanda’s markets. However, with the campaign to formalize the economy underway in the main markets, within the scope of the Informal Economy Reconversion Program (PREI), among other actions that are being developed locally, more reliable data will soon be available. on employability in provincial markets.
Street vending is an activity recognized in the diplomas that govern our activity, but not in the way it is currently carried out.
Article 13 of Law nº 15/19, referred to in the first question, defines street vendors as people who transport products and merchandise of their trade, by themselves or by any appropriate means, sell them to the consuming public in the places where they transit or others that the Administration Place put at your disposal.
It is based on this prism, says the GPL, that in an extraordinary session, the Municipal Administrations were oriented to implement as measures the realization of a campaign to raise awareness and register street vendors; definition of places for the exercise of street vending; promotion of municipal fairs, with the definition of permanent places for their realization and days of weeks; ensuring scrupulous compliance with legal principles for the exercise of street commerce, in order to mitigate sales in inappropriate places.
When asked about the reason for the designation Fairs and Markets, the answer probably sent by the GPL Communication and Image office clarifies that it results from the sharing of several common characteristics.
