Africa-Press – Angola. A Memorandum of Bilateral Cooperation, a political mechanism that should guide relations between the province of Moxico (Angola) and the province of Oeste (Zambia), was signed this Wednesday in the city of Mongu, region of the Republic of Zambia.

The document, on the Angolan side, was signed by Moxico’s deputy provincial governor for the Political, Social and Economic sector, Victor Silva, and by the permanent secretary (equivalent to deputy governor) of the Western province, Simomo Akapelwa.

The Moxico-Occidental Bilateral Cooperation Memorandum foresees, in the education sector, for example, the possibility of closer relations between the Luau Technical Agrarian Institute (ITAL) and the Western counterpart.

The idea is to share technology, knowledge and viable methodologies to train staff capable of contributing to the agrarian development of the respective regions.

The possibility is also foreseen for the Zambian side to create conditions for opening English schools in Moxico, while the Angolan side should introduce Portuguese as a foreign language to be taught in selected schools.

In the health sector, the Memorandum foresees the transfer of technologies, establishment of a communication and referral system between the two provinces, malaria control among the population of the border areas, cooperation in the management of medicines and essential products and an exchange program for professionals.

Regarding the area of ​​social assistance, the Angolan authorities suggest, in the memorandum, that the Statute of Angolan Residents in Zambia be attributed to the 16 thousand national citizens who lost their refugee status, due to legal imperative, with a view to a mass campaign for the your civil registry.

The document stipulates regular consultations on the development of agriculture, with Zambia transmitting the most effective methods for agricultural production and not only, trade in agricultural products, goats, pigs, poultry, fish, meat and eggs.

In terms of trade, over the years, the possibility of formalizing regional trade, development of infrastructure to support regional trade, such as one-stop border posts, road network, warehouses, among others, is foreseen.

The Moxico-Occidental Regional Political and Cultural Cooperation Forum will be held annually. A new meeting should take place in May of that year, in the city of Luena.

The ceremony was attended by the governor of Moxico, Ernesto Muangala, by the minister of the Western province, Capelua Mbangweta, and their respective delegations.
