Magistrate recognizes difficulties in the North Judicial Region

Africa-Press – Angola. The coordinator of the Northern Judicial Region, Neto Joaquim Neto, admitted this Friday in Mbanza Kongo, northern Zaire province, the lack of material means and accommodation for the institution’s employees in the region under its jurisdiction.

The Northern Judicial Region covers the provinces of Zaire, Uíge, Malanje and Cuanza Norte.

The Deputy Attorney General of the Republic, was speaking at the closing act of the week of legality, in reference to the 44th anniversary of the institutionalization of the Attorney General’s Office (PGR), without, however, detailing the difficulties mentioned above.

Despite this, the person in charge encouraged the class to continue to do their utmost in favor of the stability of social peace.

He expressed optimism, on the occasion, that the new generation of magistrates and justice technicians will serve as a driving force for the continued dignification of the institution and in the satisfaction of the public interest.

For the magistrate, the strength of youth, framed in the bodies of the administration of justice, is decisive in reversing the current situation of difficulties that the sector faces.

“Always cultivate legal knowledge, so that your knowledge illuminates the recipients of your acts”, he advised.

He explained that freedom of expression, as a constitutionally enshrined good, must be manifested with civility, brotherhood, education and without offenses, injuries and public judgments to State authorities.

Addressing his classmates, he encouraged them to pay greater attention to the less enlightened and economically disadvantaged, with a view to safeguarding their interests.

On his turn, the sub-prosecutor of the titular Republic of Zaire, António Domingos Espanhol, informed that 15 criminal processes are in the preparatory instruction phase in the region.

He explained that some of these processes involving entities that enjoy special jurisdiction are under the jurisdiction of the National Directorate of Investigation and Penal Action (DNIAP).

He also said that some local contractors, involved in the implementation of the Integrated Plan of Intervention in Municipalities (PIIM), are indicted for non-compliance with contractual deadlines, whose owners are in an uncertain part.

“We are finding it difficult to notify some non-compliant companies in the implementation of PIIM projects, and some senior officials of the Provincial Government, as they are in an uncertain location”, he reinforced.

He underlined that, in 2022, the PGR in the region introduced five criminal proceedings in court, all involving public managers.

He also referred to economic crimes, with emphasis on the smuggling of fuel to the DRC, which, in January 2023 alone, the PGR notified 80 criminal cases, the authors of which, for the most part, were summarily judged.

The closing act of the legality week was chaired by the provincial governor, Adriano Mendes de Carvalho.
