Africa-Press – Angola. The Public Prosecutor José Quilungo discouraged, this Tuesday in Luena, Moxico province, the trend of abusive dismissals in the Civil Service, without observing legal procedures.
The Magistrate of the Public Prosecutor’s Office (MP) was speaking during a training seminar for public managers and administrative technicians, on the codes of procedure and process of administrative litigation, in an initiative of the Legal and Exchange Office, of the Provincial Government of Moxico.
This violation, he said, is more verified in the Education and Health sectors, where public managers “run over” the procedural process.
According to the prosecutor, in order for there to be dismissal, it is necessary to trigger mechanisms provided for in the civil service law, to assess, in a concrete way, the alleged violations committed by the worker, preceded by the opening of a disciplinary process.
“What happens in practice, has been the application of absences to the worker, susceptible of causing automatic disengagement from the State’s Integrated Financial Management System (SIGFE), an act that constitutes a violation”, he maintained.
The official, called for the need for public managers to strictly comply with the legal precepts, regulations in the Code of administrative procedure and in the basic law of the civil service.
At the opening of the seminar, the provincial vice-governor for the Political, Economic and Social sector, highlighted the importance of training, allowing public managers to better master the laws that govern Public Administration, aiming at the realization of public interests and respect for legally protected rights.
