Africa-Press – Angola. Sociologist José Kindala defends that the relationship between police and citizens be the best and not the other way around, to cement trust between them and a climate of security and tranquility in the communities.

Speaking about the 46th anniversary of the National Police, which is being celebrated today, sociologist José Kindala advises citizens not to be afraid to talk to a police officer, as he is also part of society.

The sociologist acknowledged that the performance of the National Police in recent times is reasonable, taking into account that internal problems still persist, which should not exist, such as the low level of education of some officers and insufficient resources and equipment.

“We still note, with some sadness, a certain disorganization, as many officers go to the street without their identification plate (NIP), which ends up confusing the population, since we are facing the false police phenomenon”, he added.

For his part, jurist Altino Bengui considers that there is a certain disproportion of force and advises improvements in the relationship between police and citizens, to avoid situations such as those that have occurred, with violent contours, as well as proximity policing.

Altino Bengui recognizes that proximity policing has had the necessary effects in some cases and has created a feeling of security for citizens.

The jurist considers that excess on the part of the National Police still persists in many circumstances. “The police, instead of investigating to arrest, do the opposite and to overcome this negative aspect, we believe that permanent training of agents is necessary”, he advises.

For António Mussungo, a resident of the Kicolo neighborhood, in Cacuaco, for more than 20 years, delinquency has slowed down in recent times, although there are still some cases of armed robberies in broad daylight. “I think the date marked today should be a reflection on the fight against crime, especially in the periphery.” Simão Agostinho, a resident of the Pescadores neighborhood, recognizes that the Police do everything to maintain public order and tranquility , but criminals continue to play their part in the streets of almost all neighborhoods. “We have already been woken up by firearms fired by criminals who were robbing or following disagreements between rival groups”, he says, adding that many times the Police arrive when the riot is over.

Carlos Mateus, a resident of the Belo Monte neighborhood, regrets the constant robberies carried out at dusk. He exemplifies that, at the Nova Cimangola stop, Via-Expressa, criminals mix with passengers and as soon as a bus stops they carry out robberies. The citizen defends that proximity policing be carried out with five agents of the National Police and not two as is currently the case, due to the high number of miscreants who carry out robberies.

Meanwhile, the second municipal commander of the National Police in Cacuaco, Júlio Gomes, considers positive the action of the corporation, which has responded to various situations and maintained social peace and security in the communities.

Júlio Gomes pointed out that National Police agents have received a lot of training on methods of action and ways of acting. He acknowledged, however, that there were flaws in the performance of one or another police officer.

Recognized scarcity of means

The second municipal commander of the National Police admitted that there were few resources in Cacuaco, recognizing, in the meantime, the effort of the officers to maintain public order and tranquility in the communities.

“The effectives are true warriors in the fight against crime. We have several programs, such as proximity policing, which aims to inhibit different occurrences in the communities”, he clarified.

He added that the neighborhoods Paraíso, Belo Monte, Boa Esperança and dos Pescadores are the most problematic in the municipality of Cacuaco.

“There has been a big change, but we need to continue to work to improve even more security in these neighborhoods. We have counted on the collaboration of residents, who help us to identify outbreaks or areas with the highest incidence of robberies”. Júlio Gomes added that several actions have been carried out to maintain public order and tranquility in the communities, such as the “Safe Community”, “Safe Beaches” and “Safe Schools” programs.
