Africa-Press – Angola. Two former heads of accounting and human resources departments of the Provincial Government of Zaire were, on Friday, arrested in Mbanza Kongo, by the Criminal Investigation Service (SIC), for the crime of continuous embezzlement.
These are Lucas Daniel Panzo Malungo (former head of the Provincial Government’s accounting department), and Monteiro Domingos, former head of human resources at the Provincial Education Office, respectively.
In a note sent this Saturday, in Mbanza Kongo, the Criminal Investigation Service informs that, in addition to embezzlement, the accused incur acts of economic participation in business, criminal association and money laundering.
The facts, according to the document, occurred between 2019 and 2020, when the accused simulated the payment of a public debt valued at 35 million and 749 thousand kwanzas, supposedly contracted by their companies called “Organizações cazanga comercial Lda” and Filuso Lda”.
The note clarifies that, currently, Lucas Daniel Panzo Malungo is director of the Economic Development Office of the Provincial Government of Zaire, while Monteiro Domingo is administrative director of the “Daniel Nvemba” Teacher Training School, in Mbanza Kongo.
This is the second arrest of public managers that SIC makes in less than 48 hours in the province of Zaire. On Thursday (6), the former municipal administrator of Nzeto and the head of the provincial government’s heritage department were arrested, also accused of continuous embezzlement.
