Africa-Press – Angola. The Secretary of the President of the Republic for State Reform, Pedro Fieti, clarified, this Tuesday, in Luanda, that the specific organic changes made in the Executive aim to create greater dynamics in government action.

The objective is to ensure greater efficiency in the provision of public services and eliminate some overlaps that previously existed between ministerial departments, he said.

In a press conference, Pedro Fieti recalled that the Council of Ministers considered in its last session, held last week, a specific amendment to the diploma that establishes the regime for the organization and functioning of PR’s auxiliary bodies, within the framework of State reform.

In this sense, the Ministry of Planning appears to replace the Economy and Planning department and begins to assume and give greater focus to issues relating to the definition of policies in the field of national development.

.In the same way, it starts to deal with issues more linked to territorial development, the major options for territorial planning, among others, which, in the previous framework, were in some way “harmed” due to a greater dynamic that was lent itself to the economic dimension.

Another objective is to allow greater alignment that must exist with the major options defined by the National Development Plan (PDN), he stated.

With regard to the Ministry of Industry and Commerce, he explained that it will assume economic responsibilities, eliminating some overlap that until then existed between some initiatives that, in the previous framework, were also carried out by the extinct Ministry of Economy and Planning.

Along this path, he starts to take on actions relating to the national business community and Prodesi, among others.

In turn, the Ministry of Finance no longer manages the Public Investment portfolio, which was largely viewed from a financial perspective, often without the necessary alignment with the major options defined in the PDN.

Responsibility in bilateral and multilateral organizations focused on development also becomes the function of the Ministry of Planning.

In his approach to the management of public assets, the secretary mentioned that, currently, there is a National Directorate of Heritage, which has a function more focused on registering public assets.

Meanwhile, he continued, management is an issue that is not yet well addressed, so specific reform could address this issue.

He recalled that, as a result of this specific and partial restructuring, the PR appointed the respective heads of the bodies, based on the assumption that the extinction of a certain department determines the extinction of that body and the head ceases to perform functions.

Therefore, new officers were appointed and have already taken office, as well as secretaries of State according to the new organization.

He made it known that changes may arise at any time depending on the dynamics and always with the public interest in mind.
