Africa-Press – Angola. Acts of public improbity are the main irregularities in the complaints presented by citizens, said, Friday, in the province of Cunene, the National Director of Complaints, Complaints and Complaints of the General Inspectorate of State Administration (IGAE), Frederico Lima.
When discussing the topic “Functioning of the Call Center and its usefulness in combating corruption”, as part of the training cycle aimed at public managers in the province of Cunene, he said that the body registers on average 70 to 50 reports a day, with particular emphasis on acts of public probity.
Frederico Lima said that the institution that monitors public acts has received several reports of illegal acts that have led to investigations, investigations, inquiries, and audits, with a view to analyzing the acts carried out by public agents.
He reported that the main complaints from citizens are linked to the lack of humanization in health services and irregularities in service in public administration bodies.
They also include inconsistencies in asset and functional management, the acquisition of values improperly or extortion, the actions of law enforcement agents on public roads, criminal records, passports, driving licenses, among others.
Despite the recorded figure, he said there is some culture of reporting on the part of the population, which is why he reiterated the appeal to the population to continue to increase the level of reports by contacting 119 (IGAE), it is free, available 24 hours a day.
He added to the need for the population to be aware of the functioning of the call center, as a fundamental instrument for reporting when an administrative agent creates maneuvers to serve citizens, which constitutes an act of improbity and even a crime.
“Any situation involving poor service from public servants, poor practices by institutions and misconduct by agents, which makes the pursuit of the public interest unfeasible, you can (should) call and you will receive the desired service”, he said.
He explained that the 119 call center is a fundamental part of reporting, and it is essential that the population becomes aware that there are acquired rights and public services that should not be paid for, such as health and education in the first instance.
In order to prevent acts of illegality, he recalled that IGAE will develop awareness and prevention actions, guided by a classic inspection, to improve the quality of public services.
When looking at the disciplinary regime for public servants, norms and procedures, the director of the IGAE Human Resources office, Elsa Neto, highlighted the promotion of the defense of public assets, the strengthening of integrity and transparency, and human resources management.
He made it known that IGAE’s activity is not just limited to actions, but has a pedagogical component to make public agents aware of conduct that increases the quality of services, mitigates misconduct, which has contributed to a negative impact of the provision of services by public institutions.
He argued that bad practices and misconduct make it impossible to pursue the public interest, hence the need to improve the knowledge of managers to increase the quality of services,
IGAE is an auxiliary body of the Holder of Executive Power with the mission of carrying out internal control of the Public Administration, through inspection, monitoring, auditing and supervision of the activity of all bodies and services of the direct and indirect administration of the State, as well as as well as autonomous administrations.
