Africa-Press – Angola. The Angolan government said that the General Treasury of the Courts (CGT), whose law and regulations were approved by parliament, should solidify the administrative and financial autonomy of the courts and the Attorney General’s Office (PGR).

The proposed law on the General Treasury of the Courts, approved today in general terms and unanimously by the National Assembly (parliament) of Angola, established this body as the entity responsible for collecting and managing revenues from the courts of common jurisdiction and the PGR.

According to the Minister of Justice and Human Rights of Angola, Marcy Lopes, the proposal aims to formally institutionalize the CGT, to “solidify” the administrative, patrimonial and financial autonomy of the judiciary.

The legal diploma arises from the need to make the CGT a sustainable financial instrument, with an organized and functional structure, capable of improving working conditions in the courts and in the Attorney General’s Office, as stated in the law’s grounds.

The proposal, which received a favorable vote from all deputies in the plenary, “is in line with political commitments to reform the State and public administration, good governance and the fight against corruption and impunity”, the diploma also states.

The General Court Treasury receives 40% of the court fees charged in all legal proceedings, 40% of the court fees charged in all legal proceedings intended to cover the emoluments of magistrates and court employees and the PGR, proceeds from the sale of assets managed or administered by the CGT and others.

The General Court Treasury, whose proposed law regulating its operation must now be sent to the specialist committees, is a patrimonial fund dependent on the Superior Council of the Judiciary and the Attorney General’s Office.
