Over 45 Companies Barred from Participating in Public Procurement

Africa-Press – Angola. At least 50 construction companies have been barred from participating in public procurement processes due to serious contractual breaches, said Gilberto Fitela, head of the Department of Studies and Institutional Relations of the National Public Procurement Service (SNCP), on Wednesday in Luanda.

The SNCP released the data following a survey conducted last year on companies that had breached their contracts with the state.

During the launch ceremony of the book entitled The Termination Procedure in Public Works Contracts, authored by the SNCP, Fitela said the list includes Angolan and foreign companies.

According to Fitela, these companies are barred from competing for a period ranging from one to three years. Any change to this situation is conditional upon their providing full compensation to the state.

“A significant portion of public works contract terminations are driven by contractor default, failure to meet deadlines, quality standards, or project obligations,” he said.

Fitela did not mention the monetary losses resulting from contract terminations between the state and defaulting companies but said the amount involved is considerable.

The book is intended for economic operators and public entities that contract with the government. It provides technical support on the relationship between these entities, as well as procedures for terminating contracts.
