Africa-Press – Angola. The Angolan Government approved this on Friday the legislative proposals for tax reform, encouraging entrepreneurship and promoting youth employment, in an extraordinary session of the Council of Ministers (CM) chaired by the President of the Republic, João Lourenço.
The meeting also considered the execution report of the General State Budget (OGE) for the third quarter of 2025 and a bill on professional internships in the public sector.
Among the bills sent to the National Assembly is the proposed Law that approves the Personal Income Tax Code (IRPS).
According to the final statement, the new code aims to create a simpler, more modern and unified taxation system, reducing technical complexity, standardizing procedures and grouping income into five essential categories.
The bill also introduces mechanisms such as consideration of the household, social deductions and optional inclusion, aiming to reinforce tax justice, tax progressivity and the principle of ability to pay.
Startups Law Proposal
In this Friday’s session, the CM also approved the Startups Law Proposal, which now frames and regulates the activity of these emerging companies, establishing certification criteria and mechanisms for accessing tax and financial benefits.
The initiative aims to stimulate technological and scientific innovation, promote youth entrepreneurship, generate qualified employment and contribute to the diversification and formalization of the economy, in line with the National Development Plan 2023-2027.
Budget execution in the third quarter
In the same session, the Executive analyzed the State General Budget Execution Report (REOGE) for the third quarter of 2025, a document that compiles a summary of the State’s budgetary, financial and patrimonial performance, including the economic variations recorded in the period.
Professional internship regime
In the field of Public Administration, Labor and Social Security, the Draft Presidential Decree amending the Regulations on Professional Internships for citizens trained in the education and professional training system was also considered.
The proposal aims to reinforce internships as an active mechanism for promoting employment, defining rules, modalities and access criteria, as well as guidelines for evaluation.
The objective is to facilitate the transition of young people from training to the job market, develop skills in a real work context, support employers in the integration of technical staff and promote youth employability, contributing to the development of human capital and reducing unemployment.
The Council of Ministers is the Collegial Body that assists the President of the Republic, as Holder of Executive Power, in formulating and conducting the general policy of the Country and Public Administration. Ordinary sessions take place in the last week of each month, while extraordinary sessions take place whenever called by the President of the Republic for this purpose.
