Africa-Press – Angola. The Minister of Mineral Resources, Petroleum and Gas, Diamantino de Azevedo, called on Wednesday in Luanda for greater speed in the processes of granting mining rights, given that the sector has the conditions to significantly reduce the timeframes currently practiced.
Speaking at the swearing-in ceremony of the reappointed members of the Board of Directors of the National Agency for Mineral Resources (ANRM), the minister stressed that “better work” is expected, especially with regard to reducing the processing time for mining rights applications, without, however, disregarding current legislation.
The minister stated that the experience gained in the first five years by the institution responsible for the process allows for more agile action, highlighting that it is not always necessary to resort to the maximum limit stipulated by law.
“We can be faster and less bureaucratic,” he said.
Azevedo urged operators to intensify the monitoring of research and production activities, as well as to create synergies with sector bodies to ensure that the established guidelines are fully complied with.
He also considered it essential to strengthen support for small and medium-sized enterprises, advocating a pedagogical approach in various situations, rather than strictly coercive approaches.
He recalled that there are projects that should already be in production and that, for various reasons, have not moved forward, calling for an analysis of the causes and the adoption of appropriate measures.
Among the challenges facing the sector, he highlighted the need to institutionalize the digital mining registry, a tool that, he said, will contribute to reducing the granting times and improving the monitoring of projects.
However, he warned that the process will require a change of mindset and greater openness to administrative modernization.
