PGR Accuses Russians and Angolans of Espionage Terrorism

Africa-Press – Angola. The Attorney General’s Office (PGR) announced on Tuesday that Russian citizens Igor Rotchin Mihailovich and Lev Matveevich Lakshtanov, and Angolans Amor Carlos Tomé and Oliveira Francisco, were formally accused of the crimes of espionage, terrorism and terrorist financing.

According to a note from the PGR, the criminal case was processed at the National Directorate of Investigation and Criminal Action, under no. 53599/2025, during the preparatory investigation.

It was determined that there is strong evidence that Igor Rotchin Mihailovich and Lev Matveevich Lakshtanov are part of an international organization that has been destabilizing States and Governments, especially in Africa, the document states.

These actions, it adds, are carried out through the recruitment and financing of national citizens with the capacity to mobilize others to practice acts of widespread civil disobedience, as occurred on July 28, 29 and 30 of this year, during the taxi drivers’ strike.

In view of the facts, the indictment was filed on November 27, 2025, of which the defendants, detained since August 7 of this year, and their lawyers were formally notified, specifies the note from the Public Prosecutor’s Office.

Thus, the note explains, Igor Rotchin Mihailovich, Lev Matveevich Lakshtanov, Amor Carlos Tomé and Oliveira Francisco were accused, among others, of the crimes of espionage, terrorist organization, financing of terrorism, terrorism, public incitement to crime, active corruption of a public official and illegal introduction of foreign currency into the country.
