Former Governor Accused of Embezzlement and Fraud

Africa-Press – Angola. The Attorney General’s Office (PGR) announced on Tuesday that it had accused the former governor of the provinces of Cuando Cubango and Luanda, Francisco Higino Lopes Carneiro, on suspicion of committing the crimes of embezzlement and qualified fraud.

According to a PGR note, Higino Carneiro was indicted in two separate cases that were processed at the National Directorate of Investigation and Criminal Action, under numbers 46/19 and 48/20.

The note explains that case 46/19 is related to the use of public funds for private purposes, in his capacity as governor of the then province of Cuando Cubango, which corresponds to the crime of embezzlement.

In case No. 48/20, he was accused of the crime of qualified fraud, for having received more than 60 vehicles from a private company, during the period in which he was governor of the province of Luanda, being distributed to several people, without, however, making the due payment, explains the document from the Public Ministry.
