Africa-Press – Angola. A cooperation protocol between ~the Angolan Agency for Regulation and Supervision of Insurance (ARSEG) and the National Agency for Oil, Gas and Biofuels (ANPG), on Thursday, in Luanda, signed an agreement with the objective of strengthening and guaranteeing the well-being of workers in the oil sector.
Speaking at the signing ceremony, the CEO of ANPG, Paulino Jerónimo, described the agreement as an instrument that reinforces the collective commitment to the protection of workers, the accountability of employers, and the strengthening of the rule of law, particularly in a sector as strategic and sensitive as the oil industry.
The manager also stated that this sector, considered crucial to the national economy, is characterized by high risks, therefore requiring safety and protection standards.
“By joining forces, we are reinforcing a common commitment to ensure that each worker has the necessary coverage to face the risks related to their activity, guaranteeing them dignity, justice and well-being”, he said.
Paulino Jerónimo further emphasized that the two institutions, although having distinct areas of influence, share a relevant area of action that is the promotion, control, and supervision of mandatory insurance in the oil sector.
In this context, he highlighted the Accident and Occupational Disease Insurance (SATDP) and other insurance policies that protect workers, operations and critical assets.
“This protocol is an instrument that will allow for greater integration and alignment between the two institutions, reinforcing the common objective of protecting lives, ensuring operational continuity, and guaranteeing that all companies in the sector comply with current legal obligations”, he added.
On the other hand, ARSEG ́s CEO, Filomena Manjata, stated that the protocol reflects a modern vision of regulation and supervision, based on institutional coordination, responsible information sharing, technical capacity building, and harmonization of procedures.
This is an act of particular relevance, not only for its formal significance, but above all for the substantive content it embodies in strengthening the two State institutions with strategic responsibilities in protecting the public interest, regulating markets, and ensuring worker safety.
For Filomena Manjata, the oil sector continues to be one of the fundamental pillars of the national economy, its operational complexity and the high level of inherent risk make the existence of practical protection mechanisms absolutely indispensable, among which mandatory insurance stands out, with a special focus on Accident and Occupational Disease Insurance.
According to the chairwoman, ARSEG and ANPG reinforce the Government’s capacity to promote compliance with the law, prevent non-compliance, and ensure that the rights of workers and companies are duly safeguarded.
For ARSEG, this partnership represents a concrete step in strengthening effective, preventive, and educational supervision, prioritizing compliance, transparency, and the sustainability of the insurance market within the context of the oil industry.
Filomena Manjata said that the implementation of the protocol will ensure that focal points and technical groups produce measurable results and contribute to a strengthened culture of accountability, safety and social protection in the sector.
