Africa-Press – Angola. The Ministry of Public Administration, Labor and Social Security (MAPTSS) is holding a public consultation from February 1st to 18th on two proposed laws to strengthen social protection and contribution collection.
According to a note from MAPTSS on Friday (06), interested parties can participate online via the link https://consultapublicamaptss.ao, and must submit their contributions within the indicated deadline (February 18, 2026).
The note emphasizes that the proposals serve to update and strengthen the social protection system, aligning it with new economic and social realities, mainly regarding contribution debt, improving the effectiveness of regularization and collection, with a direct impact on the sustainability of the system and access to benefits.
In this regard, it stresses that interested parties should read the documents provided and submit their contribution, indicating the article/topic and the suggestion.
Subsequently, the contributions will be analyzed for technical assessment purposes, within the terms and limits defined by the consultation.
The document also emphasizes that the two legislative initiatives refer to the Draft Law on the Framework of Social Protection and the Draft Code of Procedure for Payment and Enforcement of Debts to Social Security.
The Draft Law on the Framework of Social Protection corresponds to the need to modernize the system, after approximately 20 years of the previous framework, and promotes the consolidation and integration of the subsystems.
It includes basic, mandatory and supplementary social protection, as well as reinforcing the principles of transparency and participation.
Regarding the Draft Law that approves the Code of Procedure for Payment and Enforcement of Debts to Social Security, it serves to integrate and make more effective the voluntary payment and coercive collection of debts, involving measures to strengthen procedures, combat fraud and focus on electronic processing.
The MAPTSS, the note explains, promotes it as the body that oversees the National Institute of Social Security (INSS), as the managing entity of Mandatory Social Protection, intended for citizens, workers, pensioners, employers, civil society organizations, academia and social partners.
