Angola Reaffirms Commitment to Improving Business Environment

Africa-Press – Angola. The Finance Minister, Vera Daves de Sousa, reaffirmed on Tuesday the Angolan government’s commitment to improving the business environment, diversifying the economy, and strengthening internal security.

Speaking at the 6th Meeting of Ministers and Heads of the Coordinated Border Management Committee (CGCF), Daves de Sousa said that the committee is an important instrument for implementing government policy regarding trade facilitation, ensuring the safe and legal movement of people and goods, and preventing and combating illicit activities related to the entry, transit, and exit of people, goods, and transportation in the country.

According to Daves de Sousa, the new regulatory framework substantially evolves the Committee’s operating model, transitioning from a programmatic logic to integrated, effective border body action based on adequate infrastructure, interoperable technology, and coordinated operational forces.

The goal, she said, is to increase the effectiveness and efficiency of border control activities, enhance revenue collection, strengthen the protection of society, and reduce delays in border areas of the national territory in a sustainable way.

Vera Daves acknowledged the progress achieved, highlighting the remarkable levels of institutional consolidation visible in the strengthened spirit of unity, cohesion, and cooperation among the CGCF bodies.

“This is an institutional asset that we must preserve and strengthen, as it is directly linked to defending the nation’s superior interests and affirming the sovereignty of the Angolan state,” the minister said.

The official highlighted the cooperation developed with international partners, such as the United Nations, the World Bank, and the World Trade Organization.

This cooperation has strengthened the credibility of the national border system. It has also enabled Angolan initiatives in international capacity-building and experience-sharing programs. Additionally, it has facilitated technical visits and multidisciplinary missions to countries such as Japan, Portugal, and Brazil.

Vera Daves indicated that this cooperation has also enabled the acquisition of resources and equipment aimed at strengthening border control capabilities.

Regarding the plan for 2026, the minister stated that the CGCF intends to further open itself to cooperation by exploring new partnerships and comparative realities to consolidate solutions tailored to national specificities.

The minister acknowledged that the path ahead is demanding and that the challenges related to modernizing and improving the efficiency of Angola’s borders are vast. However, she considered the progress already made and the collective determination to continue with focus, institutional discipline, and strategic vision to be undeniable.
