The Ministry of Higher Education, Science, Technology and Innovation (MESCTI) recommends that the academic community observe the principles and values ​​that guide the noble mission of Higher Education Institutions (IES) and encourages students to attend, taking into account that there are professors who continue to teach classes, despite the strike called by the Higher Education Teachers Union (SINPES), almost a month ago.

In a press release sent to our staff on Tuesday (08), MESCTI guarantees that the Executive, within the scope of its mission, recognizes the vital role of the teacher and will continue to act for their dignification, at the same time as other actions will continue to be implemented to improve the quality of the teaching/learning process and scientific research.

MESCTI reiterates its total availability to continue to maintain dialogue with SINPES, based on the principles of institutional collaboration, loyalty and mutual respect, without, however, neglecting the adverse economic situation that the country is going through.

The press release adds that the availability for dialogue is extended to all fringes of society, which express an interest in contributing to quality higher education.
As for the Electoral Process in each Higher Education Institution, MESCTI makes it known that it must be initiated by the Singular Management Body, or its equivalent, in compliance with the provisions of the IES electoral regulations, approved by Executive Decree and published in the Diário of the Republic.

According to MESCTI, the administrative and procedural process inherent to the salary increase has required time, insofar as other ministerial departments are involved.
Regarding the elections in Public Higher Education Institutions, MESCTI states that the electoral regulations of thirteen IPES are already published in the Diário da República, being in a position to trigger the electoral process, which will happen with the others, as the respective electoral regulations are published.

The MESCTI press release clarifies that, since 2018, the debt validation process of 2,858 employees and collaborators (administrative and teaching staff) has been underway, with the debt of 2,733 having been paid, leaving only 125 (4.4%) of those covered, subject that is deserving the best attention.
MESCTI also clarifies that the exceptional administrative provision process allowed the promotion of 919 professors who met the requirements, representing 83.5% of the 1,101 applications, with 12 processes being processed (1.1%).

The Ministry of Higher Education, Science, Technology and Innovation says that the continuation of the strike, for an indefinite period, and the consequent stoppage of academic activities jeopardizes the implementation of the academic calendar and prevents a large part of the students from continuing their learning.

It should be noted that the Ministry of Higher Education, Science, Technology and Innovation and the Higher Education Teachers’ Union, after carrying out negotiating rounds, with the aim of finding solutions to the points contained in the Claim Book presented by SINPES, signed a Memorandum of Understanding, on November 16, 2021.

This Memorandum of Understanding established deadlines for completing the actions that were in progress, namely: assumptions for carrying out the electoral process in Public Higher Education Institutions, payment of public debt to teachers and non-teaching staff in higher education, exceptional administrative provision of faculty and presentation by the Executive of a counter-proposal referring to the salary increase.
