The regulation approved by the ANAC Board of Directors establishes the salary supplements, social benefits, social benefits and perks to which members are entitled in the exercise of their functions, and “after the end of their respective mandates or positions, during the period of two years, as long as they do not perform another paid function”, verified.
The regulation is also “applicable to outgoing members of the Board of Directors”.
In addition to a fuel card, with a monthly limit equivalent to 3% of the base salary, Christmas gifts, according to the annual net results, “delivered in monetary or in kind amounts, the amount of which is determined annually until the last CA meeting in November”, directors are entitled to an official service vehicle, a personal support vehicle and a home support vehicle.
They are also entitled to a store card for food supplies, with a monthly ceiling of 750 thousand kz for the Chairwoman of the Board of Directors (PCA) and 600 thousand kz for the administrators, who also enjoy a house rent subsidy, in an amount corresponding to 30% of the base salary, and also a subsidy for the payment of domestic employees.
Travel allowances for business travel, whether domestically or abroad, are calculated on a daily basis: for travel abroad, the daily amount is US$500/day for the Chairwoman of the Board of Directors and US$450/day for directors;
For travel to the interior of the country, the daily value is 150 thousand kz/day for the Chairman of the Board of Directors and 120 thousand kz/day for administrators;
In addition, “for a single annual tranche, the amount of 1,000 dollars is allocated as a first-trip allowance”, reads the document consulted by Novo Jornal.
For trips abroad, the amount set at 1,200 dollars is also set to be paid as representation expenses.
ANAC will be responsible for purchasing the round-trip tickets, in first class for the Chairman of the Board of Directors, and executive class for the directors.
Members of the Board of Directors are also entitled to a business class ticket abroad for holidays, using one of the routes operated by TAAG or the Luanda-Lisbon-Luanda route, including for their spouse, once a year.
The regulation states that these benefits must be considered “as the Administration’s burden and mandatorily registered as certain expenses in the budget for each financial year”.
“All benefits and perks provided for in the regulation do not constitute acquired rights and are only granted considering the existence of profitability and financial conditions, and may be increased or reduced, but the granting or suspension, total or partial, of benefits and perks, additional to salary, will depend solely on the existence of financial resources and profitability of ANAC.
ANAC says that the approval of this regulation aims to establish a framework of benefits, perks and supplementary remuneration for the members of the Board of Directors, as a top management body, in order to dignify their respective functions, in accordance with international best practices.
It also aims, according to the ANAC Board of Directors, “to stimulate, based on hierarchy and permanent availability, those responsible who are called upon to dedicate all their skills and personal commitment to defining and implementing actions aimed at serving the development of the public entity”, as well as “guaranteeing the exercise of their respective positions in accordance with the rules and principles defined in the Public Service’s ethical guidelines and under the terms of the Public Probity Law.
