Africa-Press – Angola. The Minister of Telecommunications, Information Technologies and Media Mario Oliveira stated on Friday that the draft cybersecurity law under discussion in Parliament aims to make the country more attractive and secure for private investment.

Addressing lawmakers, the minister said the legal tool reinforces confidence in the digital environment and the protection of technological infrastructure.

Mario Oliveira assured that the legislation structures an integrated national incident response model based on central coordination, mandatory sharing of critical information, standardized action protocol, inter-institutional and international cooperation.

He clarified that the protection of cybersecurity cannot serve as a basis for illegitimate interference in private life, communications or personal data, noting that the actions of the authorities are subject to legal and institutional control.

The proposal, approved in general with 105 votes in favor, one against, and 75 abstentions, establishes a mandatory minimum set of duties regarding the implementation of appropriate technical and organizational security measures for computer networks and systems, and the adoption of cyber risk management plans.

It clarifies the existence of continuity and recovery plans for computer networks and systems, and the mandatory notification of relevant incidents within the legally defined deadlines.

According to the minister, these obligations are graduated according to the size of the entity, the nature of the service provided, and the potential impact on national security or citizens’ rights.

“We are moving rapidly towards a full digital transformation of the economy and society, and as such, it is imperative to keep up with all global trends in this area so that digitization does not become a nightmare,” the minister said.
