Angola Commits to Developing Human Capital in Mining

Africa-Press – Angola. Angola remains committed to developing human capital in the diamond sector through technical and professional training programmes aimed at preparing national staff to lead this productive segment, the Secretary of State for Mineral Resources Jânio Correia Victor said on Monday.

Speaking at the 2nd International Conference on Leadership and Human Capital, in Luanda, Jânio Correia Vistor highlighted that this commitment is based on the modernisation of technical and professional education applied to the sector, alongside skills and policies to attract specialised staff.

He also recalled that the country has mineral resources with high potential, but that their transformation into economic, fiscal and social value necessarily involves the consolidation of a predictable, transparent, technically rigorous and politically stable regulatory ecosystem.

Accordingly, the Secretary of State listed the goals set out in the National Development Plan (PND) 2023-2027, namely increasing mining projects to the exploration phase and increasing the production of strategic minerals, strengthening governance with a regulatory compliance index and reducing licensing time by 30%.

He also pointed to the reduction of geological risk and an increase in the granting of mining rights for prospecting and exploration.

Currently, he added, Angola competes with several countries around the world that host mineral resources in the global mining investment market.

In view of this reality, he said that, among other strategies, adherence to transparency standards and integration into global supply chains in the energy transition are underway, with a view to positioning the sector in a changing global environment, strengthening economic and technical diplomacy.

The 2nd International Conference on Leadership and Human Capital is being held as part of the partnership between the Chiavenato Institute and Sociedade Mineira de Catoca, with the aim of identifying trends, discussing solutions to global challenges and establishing quality standards and best practices in the field of human capital management.

The one-day event brings together government officials, business leaders, experts, academics and professionals to share experiences and research in order to promote innovation and human capital development strategies.

Topics under discussion include ‘The State and the promotion of an environment of operational stability and competitiveness for companies’, ‘Leadership as a Factor of Competitiveness in the Mining Sector’ and ‘Leadership as a Pillar of Human Capital Management in the 21st Century’.

The event will culminate in the launch of the book ‘Legado do Diamante – Mineração que Constrói o Futuro’ (Legacy of Diamonds – Mining that Builds the Future), co-authored by Idalberto Chiavenato and Benedito Paulo Manuel.
