Africa-Press – Angola. A cooperation protocol to boost the Angolan maritime sector and reduce the waiting time for inspections on vessels in national territory was signed on Tuesday in Luanda by the National Maritime Agency (AMN) and the classification company Lioyd Register.

The document, signed during the National Conference on the Preparation of the Mandatory Audit of the International Maritime Organization (IMO), was signed by the president of the Board of Directors of the National Maritime Agency, Anisabel Veríssimo, and the vice president of Lioyd Register, Salah Boudemala.

Speaking to the press, the National Maritime Agency manager said that the agreement allows these recognized organizations to operate on behalf of the Agency, reducing waiting times.

He said that classification societies are those that attest to the compliance, construction and operation of vessels, since the country “does not have classification societies”.

Anisabel Veríssimo added that, after signing the document, the implementation will start as soon as the operational means are ready, “when there is a request within what is the object of the agreement and they are ready to start the work.

According to the manager, the agreement is very important, because the maritime sector is a dynamic sector and has often had some situations of small delays in compliance and execution, which effectively changes the response time.

The National Conference on the Preparation of the IMO”s Mandatory Audit ended this Tuesday in Luanda, focusing on the environment of high institutional commitment and multisectoral collaboration.

In his opening speech, the Minister of Transport, Ricardo de D’Abreu reiterated the strategic importance of the mandatory IMO audit for the consolidation of maritime safety, the blue economy and the international credibility of Angola as a Flag Coastal State and the Port.

Throughout the event, approaches were made around the status of the Audit Preparation Process, with emphasis on the progress made, the challenges and the actions in progress, within the scope of the multisectoral working group.

A comparative legal framework was also made between Angola and Brazil, and the similarities and differences between the two legal systems in the context of the application of IMO instruments were discussed.
