Angola Welcomes Political Initiatives in Somalia

Africa-Press – Angola. Angola welcomed on Thursday in Addis Ababa, the political initiatives developed by the Federal Government of Somalia and the Federal States, within the framework of the implementation of the Stabilization and Development Plan, which aims to reach consensus on the sharing of power, resources and fiscal federalism.

The position was expressed by the Minister of Foreign Affairs, Tete Antonio, during the 1330th Meeting of the Peace and Security Council of the African Union, which analyzed the situation in Sudan and assessed the political and security situation in Somalia, as well as the operations of the African Union Assistance and Stabilization Mission in Somalia.

Tete Antonio expressed concern about the persistent lack of political consensus in the Somali Parliament regarding the Constitutional Review process, underlining the need for an inclusive dialogue among all Somali actors to overcome the 2012 Provisional Constitution.

The Angolan minister warned the Council of the risk of holding elections without a broad political agreement, in a context where President Hassan Sheikh Mohamud’s term ends in May 2026.

He cited that such a scenario could generate additional tensions, compromise institutional stability and weaken efforts to combat the Al-Shabaab terrorist group and reiterated Angola’s support for Communiqué 1324 of the African Union Peace and Security Council, dated January 6, 2026, concerning the sovereignty and unity of the Federal Republic of Somalia.

Tete Antonio condemned any external interference that could compromise Somali unity, territorial integrity and sovereignty, warning of the risk of creating dangerous precedents and instability in the Horn of Africa and the rest of the continent.

He highlighted that UN Security Council Resolution 2767/2024 allowed the African Union to establish an effective operational command and control structure for the mission on the ground.

Tete Antonio said that the African Union Assistance and Stabilization Mission in Somalia must have adequate logistical, structural, and operational conditions in order to strengthen its effectiveness.

He acknowledged the importance of the recommendations contained in the Concept Note under review and agreed with the proposals presented, considering that they can enrich the Final Communiqué of the body.

The minister encouraged Somali political authorities, including the President of the Federal Republic of Somalia and the leaders of the Federal States of Jubaland, Puntland, and Somaliland, to strengthen inclusive dialogue, with a view to promoting mutual trust, cooperation, and cohesion, to preserve the country’s territorial integrity and complete the constitutional review, a condition for holding the elections scheduled for December 2026.

He welcomed the troop and police contributing countries to the mission, especially Egypt, which is expected to deploy its contingent shortly, as well as the Somali Security Forces for their commitment.

The Peace and Security Council meeting is part of the agenda of the 39th Summit of Heads of State and Governments, in which Angolan president João Lourenço, ends his term at the head of the organization.
