The Angolan government spends approximately 7 billion kwanzas annually to pay civil servant salaries for 426 employees, including the general and special regimes.
The data was recently released in Luanda by the Secretary of State for Public Administration, Domingos Filipe, during the 12th Briefing of the Ministry of Public Administration, Labor and Social Security (MAPTSS).
The Secretary of State clarified that with the changes and increases in some subsidies there could be a two percent increase, depending on the number of employees who joined the staff this year, and the fact that they did not represent new expenses.
Domingos Filipe announced that in 2024, 426,632 Public Servants and Administrative Agents were registered, 96,645 from the Central Administration and 329,987 from the Local Administration.
The annual variation, he said, between 2023 and 2024, the Public Administration registered a growth of 4.5 percent, being the largest increase in recent years.
The person in charge, quoted in a note to which FORBES ÁFRICA LUSÓFONA had access, explained that with the regularization of employment relationships, through the Basic Law of the Public Service No. 26/22, which resulted from the approval of Presidential Decree No. 85/23, of 2024, the distribution of the staff in the Special Regime totaled 260,150 Public Servants, corresponding to approximately 61 percent of the workforce.
The General Regime, he noted, employed 106,855 people, representing approximately 25%. Management and leadership positions comprised 59,627 employees, representing 14% of the workforce.
According to the Secretary of State, the gender distribution is 56.5 percent for male Public Servants and 43.5 percent for females.
This imbalance, he explained, highlights the need to implement recruitment and promotion policies that reinforce equal opportunities between genders, contributing to a more balanced and inclusive framework.
The governor revealed that Luanda province has the largest number of public servants, with 50,758 registered workers, representing 11.9% of the national total. Next in line are Huíla, with 30,822, and Huambo, with 28,524.
Domingos Filipe highlighted that the Education sector continues to have the largest number of public servants, totaling 177,905 employees, which corresponds to 42%, including teachers and educational support staff, both in general education and higher education.
The Health sector is next with around 73,808 employees, representing 17%, including doctors, nurses, technicians and other professionals.
The Justice system registered 12,799, including workers in courts, registries, notaries and other services in the sector.
Other sectors accounted for approximately 162,120, corresponding to 38%, distributed across areas such as internal administration, finance, agriculture, public works and other government services.
