Angola’s public debt stood at approximately USD 64 billion (equivalence from the Angolan Kwanza, Akz) in the second quarter of 2025, representing a one percent reduction compared to the first quarter of this year, the secretary of State for the Budget, Jociene de Sousa, announced on Wednesday, in Luanda.

Jociene de Sousa was presenting the execution report of the General State Budget (OGE) for the second quarter of 2025 during the 3rd Ordinary Plenary Meeting of the National Assembly (parliament), having disclosed that this represents a budgetary execution rate of 68 percent.

Given the volume of revenue collected in relation to total expenses incurred, she highlighted that a budget deficit of approximately 516.46 billion kwanzas was recorded.

Regarding the current account balance, the official reported a surplus of approximately one billion kwanzas, demonstrating that current revenues were sufficient to cover current expenses for the period.

According to Jociene de Sousa, total expenses amounted to 6.44 billion kwanzas, representing 74% of the projected value.

She added that of these expenses, including financial charges, as defined as a priority in the State Budget and aimed at improving fiscal fundamentals to strengthen macroeconomic stability and debt sustainability, had an execution rate of approximately 2.56 billion kwanzas, representing 14 percent of the approved annual amount and a 12 percent increase compared to the same period last year.

Regarding the social sector, she informed that it saw an expenditure of approximately 1.41 billion kwanzas, representing about 22 percent of total expenditure.

Jociene de Sousa emphasized that from an economic and social policy perspective, the government’s actions for the second quarter of 2025 were described as the implementation of activities and projects part of the main forecasts of the National Development Plan.

The government official highlighted, among various social actions, the expansion of the Nutrition Program, the expansion of the Immunization Program, and the increase in the number of children enrolled in the school year.

Within the Social Cash Transfer Program (Kwenda), a total of 1.719,14.00 households were registered and approximately 122,107 new families received payments, with additional payments to 17,824 beneficiaries.

The Public Investment Program level, up to March 2025, stated that 1.2 billion kwanzas had been disbursed, representing approximately 23% of the total budgeted and approved amount.
