Africa-Press – Angola. The Attorney General’s Office (PGR) and other bodies involved in the administration of justice must continue to carry out their functions with competence and responsibility, for the safeguarding and moral reserve of the laws, with a view to maintaining the defense and protection of citizens’ fundamental rights, appealed, in Caxito, to the governor of Bengo.

Maria Nelumba, who was speaking Thursday at the opening of the 1st Conference on Legal Awareness on Criminal Law, Criminal Procedure and Juvenile Justice, at the “General Foguetão” auditorium, organized by the PGR in Bengo, defended the need for this institution to possible responsibility, the issue of juvenile justice.

According to the governor, juvenile justice needs to be faced with greater responsibility, as these are very sensitive matters linked to a class or social stratum, whose treatment and legal framework is unique, special and extraordinary.

“In this regard, the approaches proposed for the present study are quite relevant, insofar as criminal law, criminal procedure and juvenile justice form a triangle with unequivocal ramifications and allied with others”, he said.

He recalled that the country is experiencing a new moment, in the field of the Legal System, with the entry into force of laws no 38 and 39/20, both of November 11, which approved the Penal Code and the Angolan Penal Procedure Code, respectively, in a clear response to the need to adjust the penal fabric to the political, economic, social and cultural context, as well as its action to constitutional dictates, due to the fact that the rules in force at the time are shown to be quite outdated with the new way of thinking and acting .

“With the entry into force of these legal diplomas, I believe we are in a position to better respond to the desires of society that needs to be elucidated about the laws, in general, and the Criminal Law, in particular, which, it should be noted, must observe at all times the rules and guidelines contained in the Constitution of the Republic of Angola”, he said.

On the occasion, the Deputy Attorney General of the Titular Republic of Bengo, Carla Patrícia Correia, advanced that, taking into account the increase in requests for hearings registered in recent times by the PGR, in Bengo, citizens have received the messages from the Ministry in the best possible way Public.

He declared that the PGR will continue to develop days of the kind, in the six municipalities of the province, not only to talk about crimes and with the families that are transversal, but also to work in other areas of the Law to better elucidate the citizens.

Juvenile Justice Room

The Assistant Deputy Attorney General of the Republic in Bengo, Carla Correia, who spoke on the theme “The juvenile justice administration system in Angola”, advanced that by the end of this year the province will have a Juvenile Justice Room, where all questions about juvenile delinquency.

“Let’s believe that, this year, it will still be possible to create the Juvenile Justice Room, because there is a great effort on the part of all the partners. In technical terms, we are fine. The juvenile judge has already been appointed and, soon, will take office, together with the social technicians”, he said.

He stressed that the need to open a Juvenile Justice Room in the province “results from the growth in the number of children in conflict with the law”. Hence the concern of the Ministry of the Interior in being able to deal with these issues.

Promoted by the PGR in Bengo, the 1st Legal Awareness Days on Criminal Law, Criminal Procedure and Juvenile Justice, which took place on the 24th and 25th of November, at the General Foguetão Auditorium, contributed to raising the legal awareness of citizens and respect for legality.

During two days, the participants addressed topics such as “Justice System in Angola, causes, effects and consequences of juvenile delinquency”, and on “Assets seized in the light of the Penal Code and the Recovery of Assets”.
