Africa-Press – Angola. Thirty-three social projects could be implemented, in 2024, by the Administration of the municipality of Cachiungo, Huambo province, within the scope of the Participatory Budget (OP), against the current 18.

The information was provided by the local administrator, Paulo Moma, on the sidelines of a consultation meeting with members of the Support Project for Civil Society and Local Administration in Angola (PASCAL).

On the occasion, Paulo Moma said that the priority for executing the 33 projects lies, among others, in the purchase of sports equipment and the rehabilitation of football fields.

Regarding the 18 actions this year, he highlighted the rehabilitation of hand pump water points, the acquisition of fertilizers and basic food baskets for vulnerable people.

Paulo Moma highlighted the importance of OP in resolving basic problems and improving the population’s quality of life.

Therefore, the municipal manager called for greater participation from the population, both in the preparation, approval and execution.

The OP, approved by Presidential Decree 234/19, of 22 July, is a tool that the Angolan Executive adopted in the process of administrative deconcentration and decentralization to make it more participatory in its preparation and implementation, with a global budget of 25 million of kwanzas per year.

In addition to the consultation meeting with the municipal administrator of Cachiungo, the delegation from the Civil Society and Local Administration Support Project in Angola (PASCAL) also met with the Municipal Budget Management Technical Committee (CTGOM) and the Community Consultation Council (CAC).

Before Cachiungo, the same delegation worked, on Monday, in the municipality of Bailundo.

On Wednesday, the delegation, headed by PASCAL administrator, Paplo Lopes, will hold a meeting with journalists from the province of Huambo, to analyze the impact of professionals’ engagement and upcoming training.

Since 2021, the PASCAL project has supported different sectors of society, with different backgrounds linked to citizenship, participatory budgeting, project management and administrative decentralization, in the municipalities of Bailundo, Caála, Cachiungo, Huambo and Longonjo.

PASCAL, scheduled to end in 2025, with funding of five million 800 thousand euros from the European Union, covers the provinces of Benguela, Huambo, Huíla, Luanda and Malanje, in a total of 25 municipalities in the country, and has axis three, namely the strengthening of local public administration, support for civil society and training of social bodies.
