Africa-Press – Angola. Members of civil society from Huíla, present at a meeting with UNITA deputies, in Lubango, defended, on Thursday, the importance of providing more information regarding the institutionalization of local authorities to the population.
When reacting at the public consultation meeting with civil society about the legislative initiative of the UNITA Parliamentary Group for the effective institutionalization of Local Authorities, university professor Nuno Lopes stated that the country needs the implementation of local authorities to decentralize power.
Currently, according to the interviewee, work should already be done on improving the municipal management model and not on discussing implementation.
“We must have the courage to institutionalize local authorities and then look at the management model and discuss within the municipality what its real impact and benefits are”, he stated.
The provincial coordinator of the Huíla Civic Alliance, Manuel Gomes, said that local authorities must already be implemented, but they must first be “well” defined in order to organize information and communication issues.
He highlighted that it is desired that local authorities be implemented, but that everyone at their own level should begin to educate the citizen on municipal issues, otherwise they would run the risk of reaching such elections and the population would be left without knowing what to do due to lack of information, due to the fact that there are already general elections.
For the episcopal vicar of Lubango for the Catholic Church, Father Alexandre Barato, the consultation process should take place throughout the country, as this is where what the population thinks about local authorities is collected and to clarify people who still do not have control over the subject.
“The populations of communes and municipalities should benefit more from the assets of their land and when conditions exist, it would be important to implement local authorities so that the population has what they need in their localities. The church is available to work on publicizing and clarifying local authorities for the faithful,” she highlighted.
In turn, the coordinator of the group of UNITA deputies visiting Huíla, Paulo Faria, highlighted that the institutionalization of local authorities appears to resolve the problems that still afflict the country, as a new decentralized paradigm, more transparent and closer to the citizen.
With the local authorities, according to the source, Angolans will be given the power to decide who their managers will be, to submit themselves to election for various positions in the municipality, to define priorities for resolving problems in the community, as well as the best fiscal system for collecting funds to support various municipal programs.
The meeting was attended by members of UNITA, JURA, LIMA, social activists, non-governmental organizations, religious entities, representatives of other political parties, academics, among others.
In addition to the civil society consultation meeting, the UNITA parliamentary group held meetings with the leaders of the unions The National Union of Teachers (Sinprof), the National Union of Angolan Workers (UNTA) and nurses.
This Friday, a visit to the municipality of Matala is planned, namely the hydroelectric dam, the irrigated perimeter and meetings with the local administrator and civil society and religious entities.
