CNE President Ensures Free and Fair Electoral Processes

Africa-Press – Angola. The National Electoral Commission (CNE) will continue to ensure that electoral processes in Angola are free, fair, transparent, impartial, exempt and in accordance with international standards, the president of the institution, Manuel Pereira da Silva, reaffirmed this Monday in Luanda.

The magistrate was speaking during the presentation ceremony before the CNE Plenary, after taking office for a second 5-year term, at the 5th Extraordinary Plenary Meeting of the 3rd Legislative Session of the 5th Legislature of the National Assembly.

The magistrate said that in this new term, the CNE will proceed with the restructuring of electoral administrative services in accordance with the new political-administrative division, management and changes linked to improving working conditions.

He added that he will also continue to exchange experiences with similar institutions, not only from the Southern African Development Community (SADC) and the Community of Portuguese Language Countries (CPLP), but also from other countries with extensive electoral knowledge, especially of a local nature.

However, Manuel Pereira da Silva acknowledged that the body has many challenges ahead, notably the preparation of the 2027 electoral process, a constitutional imperative.

The National Electoral Commission, under article 107 of the Constitution of the Republic of Angola, is an independent body that organizes, executes, coordinates and conducts electoral processes.

The National Electoral Commission, through its plenary, has the noble mission and responsibility of guaranteeing the free and legitimate expression of the will of the Angolan people to choose, through universal, direct, periodic and secret suffrage, their representatives in the National Assembly.

The re-candidacy of the current president of the CNE was approved in February of this year by the Superior Council of the Judiciary (CSMJ), which declared him the winner of the curriculum competition for president of the CNE, totaling 91 points, and he must remain in office for another five years.

According to the CSMJ, Manuel Pereira da Silva’s seniority in the judiciary and experience (who led the CNE in the last general elections of 2022) in conducting electoral processes, academic training and professional merit were fundamental in evaluating the candidacy of the judge-appellate court.
