The President of the Constitutional Court, Laurinda Cardoso, yesterday, in Luanda, appealed to parties and coalitions to take advantage of the political-electoral environment to “compete with each other, and not to use public institutions, with emphasis on the judiciary, as” scapegoat” of the respective “sins”.
“Justice cannot be seen as unfair, when it does not decide in our favor, and fair, when it decides in our favor”, warned Laurinda Cardoso, when addressing an audience made up of the cream of Angolan politicians and other guests, who gathered at a seminar, on the initiative of the Constitutional Court, to debate issues related to the electoral process: submission of candidacies to the general elections and litigation in the electoral process.
The judges, he said, every day reassume their commitment to defending and warding off the permanent risks of lowering the quality of judicial decisions, with obvious dangers for the citizen, who is the first to feel the lack of adequate control over the legality of action and to see the judicial and effective protection of their legitimate rights and interests weakened, when this becomes increasingly demanding and pressing.
“It is necessary to create trust in the process, in all its stages, and the Constitutional Court has an important share of responsibility in building this trust, assuming, from the outset, the responsibility in its fullness and with all the enthusiasm”, underlined the judge Laurinda. Cardoso.
The President of the Constitutional Court recalled that the country, since the adoption of the multiparty system, as a result of the Bicesse Accords of 31 May 1991, the constitutional reforms of 1991 and 1992, and the consequent beginning of the so-called second Republic, the parties have assumed a central role in the process of building a democratic society, based on political and social pluralism.
“Today, it is important to pay renewed attention to the new itineraries of building new identities, which demand the adoption of a more responsible posture in the face of the challenges that lie ahead”, emphasized the President of the Constitutional Court.
He explained that the seminar was held due to the fact that the country will hold, next August, the fifth election in its history. Laurinda Cardoso stressed that elections are always a unique moment of singular importance for any State. “First, because they must always constitute a moment of celebration of democracy, and, second, because the construction and consolidation of the democratic State and of law always has a barometer in electoral processes: because they serve as an indicator to assess the level of maturity of a given democracy ”.
With this seminar, he made it known, the Constitutional Court actively assumes its responsibility to meet the parties and coalitions, in order to, in a pedagogical and instructive way, dialogue, train, inform, enable, clarify, in a single word, assist representatives of different political forces on the requirements and procedures for preparing and submitting their candidacies to the general elections, as well as on the legal framework for electoral disputes and infringements.
“It is with this spirit of significant collaboration that the Constitutional Court hopes to contribute to the creation of the necessary and essential trust in the electoral process, and for the normal functioning of democratic institutions, until the final validation of the general elections”, said President Laurinda Cardoso. .
