Africa-Press – Angola. The president of the Court of Auditors, Sebastião Gunza, asked, this Wednesday, in Luanda, for greater autonomy for his institution, for the success of its mission in maintaining the Rule of Law in Angola.

The magistrate was speaking at the opening of the days commemorating the 23rd anniversary of the institution’s creation, which takes place this Friday, April 12th.

In his intervention, he declared that the judicial body he heads continues to play “an irreplaceable role” in maintaining the rule of law in the country.

According to Sebastião Gunza, the future of the Court of Auditors lies in strengthening its autonomy, self-government, digital transformation and the valorization of knowledge.

“The future lies in a Court that is organized based on knowledge. This is a future that is not just the continuation of this present,” she said, highlighting that the autonomy of the audit courts “is not an option”, but a condition.

In his opinion, in the search for this future, it is necessary to stay the course and have the wisdom to separate the accessory from the fundamental.

He said that, nowadays, there are certain signs of progress and a better understanding of the vital role of the Court of Auditors, within the structure of the State, being a main driver of maintaining the Rule of Law.

Now, he continued, it is necessary to transform the advances recorded “into an action of reinvention and reinforcement for the exercise of our skills”.

He recognized that one of the challenges that is seeing progress is digital transformation, focused on the needs of “fair and timely justice”, justified by the identification of safe forms of communication.

“What we want is to avoid any interruption, with the computer systems in force in entities subject to the jurisdiction of the Court of Auditors, to the advantage of all those involved in the dispute, breaking with the curse of time, which slows down the progress of processes, whenever it is necessary to carry out acts of this nature”, he said.

According to the judge, there are certainly conditions to do so, especially challenging for the court, which is strongly committed to a Technological Modernization Plan for the IT System, which aims to improve the quality of justice, making it more agile, more transparent and closer to citizens.

“We are convinced that this modernization plan, powered by digital and anchored in a logic of simplification and innovation, can be a facilitating instrument”, he maintained.

The judge understands that, more than ever, “the court needs new ideas, which provide a horizon for the future, performed with efficiency and fairness, in its role as inspector of public accounts”.

To this end, he pointed out, human, legal, material and alternative solutions are needed to improve the services of the Court of Auditors.

Sebastião Gunza indicated that this future lies in strengthening the autonomy of the Court of Auditors, valuing knowledge and the vaunted digital transformation.

The day commemorating the 23rd anniversary of the Court of Auditors in Angola takes place under the motto “23 Years, promoting Transparency and Responsibility in Public Finances”.

The event will feature guests from the Community of Portuguese Speaking Countries (CPLP) and will address, over three days, topics such as “Good practices in budget execution”, “Results and benefits of inspection” and “Type of control by the Court of Auditors over public contractual activity”.
