The President of the Angolan Humanist Party (PHA) and of the National Political Commission, Florbela Catarina Malaquias, was preventively suspended from all her functions, by decision of the majority of the members of the National Political Commission, meeting in an extraordinary session on July 7, 2025, in Luanda.
According to Carta de Angola, the announcement was made this Monday, July 14, by the spokesperson for the National Political Commission, Nsimba Luwawa, during a press conference held in the municipality of Ingombota, in Luanda.
According to Luwawa, the suspension is due to “serious statutory violations and usurpation of functions”, as recognized in Ruling No. 1001/2025 of the Constitutional Court, which annulled unilateral acts by the president considered contrary to the party’s statutes.
After the 2022 general elections, Florbela Malaquias promoted an internal restructuring, appointing members of the board to the National Electoral Commission (CNE) without going through deliberation by the National Political Commission, the highest body between congresses.
“The president imposed personal decisions, ignoring the party’s statutes and collective. This led to institutional weakening and the disappearance of the PHA’s public image after the elections,” said Luwawa.
In August 2024, three party vice presidents formally requested a meeting of the National Political Committee, but the following day, they were summarily expelled for “inciting hatred and division,” according to the president. The expulsion was challenged in court and declared null and void, ruling in favor of the petitioners.
In July of this year, Florbela called a meeting that she called “clarification and reconciliation”, but according to the leaders, the agenda ignored the court’s decision and aimed only to legitimize the preparation of a convention (congress) under the control of the president herself, with delegates appointed by provincial leaders appointed by her.
In view of this, the National Political Commission reacted by calling an extraordinary meeting, where they deliberated on the reaffirmation of the party’s statutory values: humanism, respect, unity, transparency and institutional responsibility, as well as the preventive suspension of Florbela Malaquias from the exercise of all party functions, prohibiting any act or demonstration in the name of the PHA from July 7, 2025, based on articles 15 to 18 of the Statutes.
It was also decided to open disciplinary proceedings against the suspended president, for serious violation of the statutes and legislation in force and delegation of the interim presidency to the Vice-President for National Coordination, until the conclusion of the disciplinary proceedings.
Thus, a National Jurisdiction Council will be appointed to be responsible for the investigation of the process, which will be led by its vice-president, applying the rules of the General Labor Law, as provided for in articles 84 and 87 of the PHA Statutes and culminating in the official communication to the Constitutional Court and the National Assembly about the deliberations and their grounds.
