Decisions by the Council of Ministers deserve to be highlighted this week

Africa-Press – Angola. The consideration, for sending to the National Assembly, by the Council of Ministers of several diplomas, with emphasis on the Organic Law on the Institutionalization of Local Authorities, marked, among other issues, the political news of the week just ended.

The proposal for the Organic Law of the Municipal Guard was also assessed, a document that establishes the general regime of the body intended to exercise the function of administrative police, whose competences, powers of authority and hierarchical organization are defined by law, as well as evaluating the Proposed Law​ on the Remuneration Statute of the Holders of Bodies and Services of Local Authorities.

The national policy for early childhood was also approved by the collegiate body, a public policy instrument with a view to materializing the rights constitutionally guaranteed to children, from birth to five years of life.

These rights refer, in particular, to the protection and integral development of minors, through the involvement of all those who effectively participate in their lives, namely parents, guardians, caregivers and teachers.

The appointment of the new Minister of Tourism, Márcio de Jesus Lopes Daniel, previously dismissed from the position of Secretary of State for Local Authorities, by the President of the Republic, João Lourenço, was also highlighted.

In another diploma, the President of the Republic appointed Filipe Silvino de Pina Zau to the position of Minister of Culture.

Also echoed during the week was the agenda of the President of the Republic, João Lourenço, who began by receiving his counterpart from South Sudan, Salva Kiir Mayardit, with whom he discussed issues related to the peace process in the Democratic Republic of Congo (DRC) and the conflict in Sudan.

He also had a telephone conversation with the outgoing Prime Minister of Portugal, António Costa, former secretary general of the Socialist Party, who leaves the leadership of the Portuguese Executive next month.

João Lourenço, as President of the Republic and Commander-in-Chief of the Angolan Armed Forces, guided the first session of the National Security Council, which addressed specific topics within the scope of its activities.

The Head of State, João Lourenço, also held a meeting with the UN special envoy for the Great Lakes Region, Huang Xia, as well as receiving a group of North American senators visiting the country.

He announced that the Executive is committed to building the future Casa do Artista and the Palácio da Música e Teatro, in the country’s capital, and that initiatives such as the Huambo Cultural Center will obviously multiply in all provinces.

Highlighting the visit of an Angolan parliamentary delegation, headed by the president of the National Assembly, Carolina Cerqueira, participated in a session of the Foreign Relations and National Defense Committee of the Federal Chamber of Deputies of the Brazilian Congress.

On the other hand, Carolina Cerqueira congratulated the new president of the Portuguese parliament, hoping that the commitments and agreements signed between Angola and Portugal may find new opportunities to consolidate the centuries-old relations between the two peoples.

The audiences that the First Vice-President of the National Assembly, Américo Cunonoca, granted to the Apostolic Nuncio in Angola, Dom Giovanni Gaspari, at the end of his mission in Angola, and to the Minister of Education and Training of Vietnam, Nguyen Kim Son, also marked the week.

In the diplomacy sector, Angola and Vietnam signed two legal instruments in Luanda with a view to expanding cooperation in different areas, with emphasis on higher education.

Also highlighted during the week was the conviction of the former provincial governor of Lunda-Sul, Ernesto Fernando Kiteculo, sentenced, by the Supreme Court, to a single sentence of five years and one month in prison, for the crime of embezzlement.

In addition to the five years and one month, the defendant was ordered to pay a fine of 250 million 878 thousand and 650 kwanzas to the State, for property damage, as well as a court fee of 500 thousand kwanzas.

The acquittal due to insufficient evidence, by the same court, of the retired deputy commissioner of the National Police, Domingos Francisco, and the citizens António Kahala Pinto and Januário César Francisco, accused of passing and putting counterfeit currency into circulation, was also highlighted.
