Africa-Press – Angola. The need to find strategies to adapt the provincial and municipal administrative apparatus to the new legal framework of public administration, for its correct interpretation and application of laws, was defended Wednesday, by the director of the Huíla Legal Office, Raul Nengombo.

The person in charge was speaking at the opening of a meeting to share experiences between the provincial and municipal directors and heads of sections of the legal and exchange offices of Huíla, Cunene, Namibe and Cuando Cubango, promoted by the Ministry of Territorial Administration.

Raul Nengombo said that such adaptation only happens through a discussion with technicians who constitute the primordial condition for the correct interpretation and application of laws.

He declared that the challenges of local administration, in the current context, require a new way of being for public administration bodies, in order to have an increasingly agile administration, through mastery of the new legal framework, as it is the judicious foundation and the limit of public administration action.

“This dynamic is only possible if we all understand the need to make our opinions increasingly aligned with this reality, through permanent, individual and institutional overcoming”, he reinforced.

The two-day technical meeting is debating topics such as the Public Service Basic Law no 31/22, of 30 August, the code of administrative procedure, the state of play, challenges and adequacy of the provincial administrative apparatus and municipality to the new legal framework of Public Administration.

It will also address the ombudsman and the duty of cooperation of Public Administration bodies, the procedure for concluding twinning agreements with local State bodies, as well as the registration and registration portal for committees and residents’ councils.

This is the 5th meeting of its kind, with the 1st taking place in Luanda, the 2nd in Uíge, the 3rd in Huambo, and the 4th in Lunda Norte, encompassing other provinces of the country with the purpose of collecting experiences from the sector for greater efficiency. in the response of State Local Administration bodies to the population’s concerns.

The organization is collecting concerns and using them to create actions so that the services provided by State Local Government bodies can be more efficient and thereby effectively respond to the concerns of the population.

During the two days, the legal offices of the four provinces of the Southern region will address the main challenges faced in their districts, such as distant municipalities in territorial terms, staff shortages and lack of regular training to standardize procedures.
