Africa-Press – Angola. The 220 deputies elected on August 24 will be invested next Friday, during the constitutive meeting of the 5th Legislature of the National Assembly for the period 2022-2027.

The information was provided this Monday by the spokesman of the National Assembly, Raúl Lima, at the end of the constitutive meeting of the 5th Legislature, which took place under the guidance of the outgoing president of the Parliament, Fernando da Piedade Dias dos Santos.

The program proposal, which was considered and approved by the Standing Committee of the National Assembly, foresees, in addition to the investiture and oath, the solemn proclamation of the deputies, by Fernando da Piedade Dias dos Santos, constitution of the provisional table, election of the commission to verify mandates, suspension of the session, approval of the mandate verification commission report, election of the electoral commission and the new president of Parliament.

The program also provides for the election of vice-presidents and secretary of the board, the constitution of the final board of the National Assembly and the speech of the elected president of the National Assembly.

Just yesterday, the members of the Permanent Commission of the National Assembly also appreciated and approved the program of the seminar for the initiation of deputies of the 5th Legislature.

At the end of the meeting, the president of the Social Renewal Party (PRS), Benedito Daniel, who is not satisfied with the election results, said that his party still has four days to decide whether the two elected deputies will take office or not.

“We still don’t have a solid decision, because we continue with the two deputies, although some characters have to change. the party’s expectations of the new Legislature.

The politician regretted the fact that there was no legal instance to decide on a possible appeal to the decisions of the Constitutional Court which, in Angola, also functions as an Electoral Court.

Asked about the consequences if PRS deputies decide not to take their seats, Benedito Daniel said that “everything has a consequence”, admitting that, for this particular issue, “it is a double-edged sword”.

He acknowledged that the PRS has to study the various hypotheses: “So we don’t make decisions that harm the party or those who voted”.

Benedito Daniel highlighted that the Social Renewal Party does not want to harm either the Legislature or the State. “These positions all have to be reconciled,” he said.

Alexandre Sebastião André, outgoing president of the Parliamentary Group of CASA-CE and member of the Standing Committee of the National Assembly, clarified that the purpose of the meeting was to prepare the entry of deputies, referring to the 5th Legislature, taking into account the General Elections of 24 August.

He said that the guidelines for the internal procedure had been dealt with.

For the beginning of a Legislature, he explained, Parliament needs to know if all elected deputies still enjoy clarity in their criminal records, if no one has committed a crime and if they are able to take office.

CASA-CE looks forward to a more active future

Regarding the future of CASA-CE, which after having elected 16 deputies in the previous Legislature did not obtain any seats in the General Elections of August 24, the politician said that he hopes for a more active coalition.

“We are aware that the non-election of any deputy is not the result of the coalition’s bad work, but of the conjuncture and political wills that had as a fundamental point the maintenance of absolute majorities in Parliament”, he considered.

CASA-CE, he said, will continue to work while waiting for a new parliamentary configuration, the composition of the National Electoral Commission, as well as the alteration of some rules that constitute the Angolan electoral system.

“With the Democratic State of Law comes another task that takes the form of municipal elections, in which we are going to prepare ourselves to run”, he announced.

Jornal de Angola contacted other political forces who, however, proved unavailable, claiming they “did not have guidelines for speaking to the press”.

The final results of the August 24 General Elections allowed the MPLA to elect 124 deputies, while UNITA 90. The PRS, FNLA and PHA each elected two deputies. CASA-CE, APN and P-NJANGO ended the election without parliamentary seats.

UNITA admits inauguration in Parliament

UNITA admitted yesterday that it is considering taking office in the Angolan Parliament, considering that its definitive position will aim at safeguarding peace and consolidating democracy, while other opposition parties are divided.

Speaking to Lusa, the spokesman for the National Union for the Total Independence of Angola (UNITA), the largest opposition party that won 90 seats in Parliament in the August 24 General Elections, said that the party assesses all scenarios, not ruling out the possession.

“We are talking about all these issues, about the various possible scenarios and it is a dichotomy between taking office or not. we will,” said Marcial Dachala.

The spokesperson, elected deputy for the new Legislature, also promised that the main opposition party will take a definitive position, taking into account its contribution “to peace and also to the consolidation of the Democratic State and of Law”.

Also the National Renewal Party (PRS) has not yet decided on the inauguration of the deputies.

“It is not known yet. This will be the party’s decision. The party has not yet decided on this aspect (deputies’ possession), the PRS is not happy either, because from what happened the PRS was not benefited by the results, but harmed”, party president Benedito Daniel told Lusa.

The National Liberation Front of Angola (FNLA) also referred a decision on the swearing in of deputies to the party structures.

“I don’t know. The FNLA has structures, there are certain things that depend only on the president who decides, he has to listen to the organs and we will listen to the organs, as soon as we receive the communication from Parliament”, stressed the president of the party, Nimi to Simbi.

For his part, the representative of the debuting Humanist Party of Angola (PHA), led by Florbela Malaquias, said that his party is only waiting for the inauguration day, guaranteeing that the two deputies will have a “big debut” and that they will have to represent with dignity the voters.

“It will be a great debut, as you know we are a new party and we will do everything to ensure that our interventions are always aimed at representing, with dignity, the entire Angolan people”, assures Simba Lwalwa.
