Africa-Press – Angola. The Angolan Government defended that the National Lottery, inaugurated in Luanda, should be a symbol of inclusion, transparency and social responsibility and urged its managers to strictly comply with their legal, contractual and ethical obligations.
According to the Angolan Secretary of State for Finance, Ottoniel dos Santos, the Angolan State reserves, from now on, the role of regulator, supervisor and inspector of the gaming activity and has created legal and institutional bases for the private sector to act in this segment.
“Legal and institutional bases have been created so that the private sector, with its recognized experience and agility, can boost this sector, highlighting its potential for responsible entertainment, economic development and revenue collection for the State,” the minister said.
Ottoniel dos Santos, who was speaking in Luanda after inaugurating the headquarters of the National Lottery, whose operation of social gaming activities was assigned to Mota & Tavares Jogos SA, considered that the company should be a symbol of inclusion, transparency and social responsibility.
The lottery game “has a long tradition, not only as a form of leisure, but also as an instrument for financing projects of social interest,” he said.
“In Angola, each ticket purchased will also be a direct contribution to projects with a concrete impact on communities, including the reinforcement of academic, hospital, recreational and other infrastructures with social value”, he stressed.
He also noted that for these impacts “to be truly positive and sustainable, it is essential to ensure ethical, transparent and responsible management of the entire value chain involved”.
Social games in Angola (instant lottery, totoloto and totobola) have been under the responsibility of Mota & Tavares Jogos SA since January 20th, winner of a public tender in 2023.
According to the Angolan leader, the relaunch of the National Lottery was “carefully prepared”, with special attention to transparency, integrity and responsibility of all stakeholders, the State, the concessionaire and the citizens.
He wished the concessionaire “full success” in strictly fulfilling its legal and contractual obligations, “with the commitment to act with integrity, respect for the rights of bettors and social sensitivity”.
The entertainment that games provide must “always be balanced” with a “conscious approach to their risks. It is essential to know that for a small part of the population, gaming can evolve into problematic behavior with negative impacts on personal, family and professional life”, he stressed,
“We urge the Gaming Supervision Institute (ISJ), as the entity representing the State in this market, to zealously fulfill its mission by observing the fundamental principles of legal compliance, preserving fraud prevention, combating money laundering and the financing of terrorism and protecting minors,” he concluded.
Loto 5/90 is the inaugural game in operation at the National Lottery and already has around 500 agents in the Angolan capital and a consolidated presence in the remaining provinces of the country, as stated by the general director of Mota & Tavares Jogos SA, Maxime Deconihout.
According to the businessman, who did not reveal the investment values, the National Lottery was created with the mission of offering Angolans a “responsible, transparent and duly regulated” entertainment option, ensuring a direct contribution to the economy and the well-being of the population.
Maxime Deconihout also stated that the National Lottery plans to soon introduce products such as totobola, instant lottery and Angomilhões and that the unit operates with the highest international standards.
