Africa-Press – Angola. The Head of State, João Lourenço, stated this Monday in Luanda that if there were more financial resources, the Executive would not hesitate to implement another Integrated Municipal Intervention Programme (PIIM2).

In an interview with the Angolan Public Television (TPA), he justified the measure in compliance with the mission given to them, namely that it is necessary to resolve the people’s problems, the objective for which the PIIM was conceived.

João Lourenço recalled that many voices were opposed to the implementation of this programme, arguing that the Executive would be compromising the future of children.”As a father, you cannot have a loaf of bread in the kitchen or pantry that is going mouldy because I am saving that bread for my unborn child, when the child next to you is crying for bread”, he explained.

Resources from the fight against corruption

The statesman pointed out that the financial resources recovered within the scope of the fight against corruption were mainly used to finance the works of the Integrated Intervention Programme in Municipalities (PIIM).

João Lourenço explained that these resources were allocated to the municipal administrations, so that they would be responsible for defining the infrastructures to be built and managing that same money.According to the President of the Republic, most municipalities, with a few exceptions, have seen significant changes in terms of the increased availability of primary schools, water supply systems, among others.

The President of the Republic acknowledged, however, that there are cases of municipalities that, with the same resources that others received, “did almost nothing”, which is why those responsible for them were sanctioned.

The Municipal Intervention Programme (PIIM) aims to implement Public Investment (PIP), Development Support Expenditure (DAD) and Basic Activities actions, with priority given to social actions, in order to inhibit rural exodus and promote more inclusive economic, social and regional growth in the country.This Plan increased the autonomy of Angola’s municipalities within the scope of the policy of deconcentration and decentralization of administrative powers and, thus, improved the quality of life throughout the country.

The PIIM was launched in mid-2019 by the President of the Republic, João Lourenço, and initially envisaged 236 actions in the sectors of health, education, construction and public works, administrative infrastructure, roads, energy and water, security and public order, urban planning, and basic sanitation.

With a budget equivalent in kwanzas to two billion US dollars, financed with resources from the Angolan Sovereign Fund (FSDEA), the PIIM covered all municipalities in the country and brought together proposals for needs, from local initiatives, adjusted to local priorities and the desires of the population.
