Africa-Press – Angola. The Municipal Administration of Icolo e Bengo, Luanda province, is promoting awareness-raising actions for members of residents’ commissions, in order to guide them by dignified and responsible conduct
The objective, according to the municipal director of the Legal Office, Exchange and Support for Residents’ Committees, Leonídio Bernardo, is to raise the legal culture and clarify to these entities about their real competences.
“We have heard from a third party that the residents’ commissions have been selling land, which is wrong because it is not their responsibility”, he warned.
He recalled that the residents’ commissions are there to organize the communities, identify the difficulties and report them to the State’s local administration bodies.
For this reason, Tuesday, in the community of Cassoneca, consultation and clarification sessions began on its limits, rights and duties, to avoid the usurpation of functions.
Given the urgent need to set up residents’ councils, the Legal Office team will hold meetings every two weeks, in all communes and urban districts.
The official appealed to members to adopt practices that do not violate Article 4 of Decree 7/16 on the organization and operation of residents’ committees.
On the other hand, he expressed the desire to see the issues related to the residents’ councils resolved once and for all, due to the fact that many of them are operating outside the law and he added that the renewal of mandates would be forthcoming.
The Administration of Icolo e Bengo does not have real data on how many certified residents’ commissions there are, so it started with a survey of data to assess the right number at municipal level.
The municipality of Icolo e Bengo has an estimated population of 126,935 inhabitants, a territorial area of 3,819 square kilometers and limited to the north by the municipality of Dande, to the east by the municipality of Cambambe, to the south by Quissama and to the west by the municipalities of Viana and Cacuaco.
It is subdivided into five communes/urban districts, namely the headquarters, Catete, Bom Jesus do Cuanza, Cabiri, Cassoneca and Caculo Cahango.
