Africa-Press – Angola. The Institute for Administrative Modernization (IMA) and the Tony Blair Institute signed, this Friday, a memorandum that establishes support for the digital transition agenda in Public Administration in Angola.

The memorandum was initialed by the director general of IMA, Meick Afonso, and by the regional director for Africa of the Tony Blair Institute, Daniel Oseaga, on the sidelines of the 4th forum on administrative modernization, held in Luanda.

According to Meick Afonso, the agreement includes the training of Angolan staff and the carrying out of studies for the digital transformation of key sectors, such as the Executive Project Monitoring and Follow-up Unit (UMAPE), an institution created with the support of the Blair Institute .

He added that the assistance, without financial commitment, until 2027, will focus on the management and monitoring of projects in different sectors.

Regarding the 4th forum on administrative modernization, the director general of IMA stated that it brought together representatives from several public institutions to debate and improve digital integration mechanisms.

He declared it necessary to continue working towards the modernization and inter-operationality of public administration to benefit citizens and companies, facilitating procedures and saving time in the provision of improved public services.

For Meick Afonso, the set of information produced by the different ministries, after cross-referencing, should allow knowledge of the status of projects to facilitate decision-making and introduce possible corrections.

He reaffirmed the commitment to continue promoting cooperation between institutions, interaction between different sectors and breaking resistance to modernization.

He added that a single agenda for digital transformation would be published shortly and, consequently, the basic project of interoperability of public administration would be implemented, defining data standards that would be adopted by all sectors.

He referred that once interoperability between the institutions has been achieved, barriers in the acquisition of certain documents will be eliminated, using technology, and companies will save time and resources and promote more employment.

Meick Afonso stressed that, using digital transformation, the citizen will no longer need a document from the Ministry of Justice to deliver to the Health Ministry, when in reality the State already holds information about the citizen.

During the 4th forum, the executive secretary of the Executive Project Monitoring and Follow-up Unit (UMAPE), Castro Camarada, indicated that his institution has adopted a digital monitoring model, with monthly reports, on the evolution of public projects.

Castro Camarada said that information on the level of financial achievement of public projects will soon be introduced.

He complained of a certain resistance from some institutions in sharing data.

On the occasion, the Tony Blair Institute consultant, Eden Gatachew, valued the data digitization process to facilitate the analytical approach and decision making.

The forum was attended by representatives from research and planning offices and experts from various institutions, to discuss the digital transition process in the Angolan Public Administration.
