Jurist praises advantages of the Basic Public Service Law

Africa-Press – Angola. Jurist Osvaldo Luciano praised, this Tuesday, in the province of Cunene, the reinforcement of the rights, duties, freedoms and guarantees of public administration agents, with the alignment of basic legal diplomas at the level of public service.

The jurist made this statement during a dissertation on the “Basic Law of the Public Service and the Deontological Agenda”, addressed to employees, teaching and non-teaching staff at the Polytechnic Institute of Ondjiva (IPO).

In his approach, he said that the Basic Public Service Law no 31/22, of 30 August, brought benefits and clarified several gray areas that needed clarification, as well as confirming rights, with a view to making it faster , efficient, fair and equitable.

Osvaldo Luciano also highlighted the issue of employees’ duties and rights, particularly vacations and work leave, attendance and punctuality, interaction between subordinates and superiors based on ethics.

According to the jurist, absences, in accordance with the new Basic Law, due to the death of direct family members, have limits of 10 working days, when involving the spouse or civil partner, parents, children and other members of the household.

In relation to the death of uncles, grandfathers, brothers, in-laws, grandchildren, sons-in-law and daughters-in-law, the Law provides for five working days.

The amendment to the Basic Law also provides for the extension of the paternity leave period, from two to seven days.

For his part, the general director of IPO, José Carlos de Lima, said that the current situation requires that public servants invest in their training and continuous development.

He said that the topic is extremely important, as it allows us to outline the path on how to proceed when it comes to acting within the public service.

He explained that the objective of the meeting is to present the Basic Law of the Public Service, through interaction to pass on knowledge and contribute to greater effectiveness of services.

“We believe it is opportune to carry out capacity building and training activities, so that public agents have better knowledge, in order to guarantee their correct interpretation and application”, he emphasized.

The academic believes that improving the quality of public service must be associated with the efficient management of an organization’s most valuable capital.

Under the motto “UMN, 14 years contributing to the integral education of young people and to the sustainable development of the country”, the day encompasses academic and philanthropic events, such as a round table, a lecture on environmental education, a football match, a cleaning and tree planting.

The Ondjiva Polytechnic Institute is an organic unit belonging to the Mandume ya Ndemufayo University, based in the sixth Academic Region, which comprises the provinces of Huíla, Cunene and Namibe.
