Africa-Press – Angola. The governor of the province of Luanda, Manuel Homem, said that the country’s capital – Luanda, has a portfolio of 195 contracted projects, within the scope of the Integrated Plan for Intervention in Municipalities (PIIM), of which 94 have already are completed.
Speaking at the opening of the seminar on “Public Procurement Practices for PIIM Managers”, he highlighted that for financial reasons it was not possible to have a higher completion rate than we have today.
Regarding the seminar, the governor said it was a clear manifestation of the Executive’s commitment to training the main managers at the local government level, for a better implementation of the Government’s main program at the local level.
“This Plan has had a direct impact on the lives of citizens, implementing the motto that life takes place in the municipalities”, said the governor of Luanda.
For Manuel Homem, the seminar will improve the technical performance of public managers at the provincial and municipal level, in the choice or adoption of types of procedures and procedural choices, depending on the estimated value of the public contract, as well as the formation of draft contracts public, so that the national interests represented by the contracting public entity are safeguarded.
Manuel Homem reinforced that public procurement and budget execution rules are important instruments to guarantee the quality of public expenditure, greater rigor and transparency in the formation of public contracts, aligned with good compliance practices and avoiding subjective interpretations.
He highlighted that PIIM is a program that deserves “great and special attention” from everyone involved in the chain, from municipalities, provincial governments, ministries, as the results achieved from Cabinda to Cunene are satisfactory and provide sufficient proof of the capacity of carrying out and implementing social projects by municipal administrators and the entire team with whom they cooperate.
He highlighted the fact that there are companies with financial execution levels below 50%, with projects nearing completion or even above 90%.
“This is due, above all, to the levels of trust between the contracting public entity and companies, in particular, those that show solidarity with the challenging times we are experiencing”, he explained.
He asked the Ministry of Finance to pay special attention to construction contracts, whose level of physical execution is above 80%, “under penalty of the physical contracting entities coming, in the near future, and having to make some financial adjustments to correct the projects by have been interrupted for some time due to lack of payments, even with all previous issues overcome”.
The Integrated Plan for Intervention in Municipalities (PIIM) aims to materialize Public Investment actions (PIP), Development Support Expenses (DAD) and Basic Activities (Act), with priority given to actions of a social nature, so as to to inhibit rural exodus and promote more inclusive economic, social and regional growth in the country.
This Plan aims to increase the autonomy of Angola’s 164 municipalities, within the scope of the policy of deconcentration and decentralization of administrative powers and, in this way, increase the quality of life throughout the national territory.
