Africa-Press – Angola. A seminar on the new legal regime for industrial and commercial licensing will be held on the 21st of this month, in Luanda, promoted by the Ministry of Industry and Commerce, in coordination with the Secretariat of the President of the Republic for State Reform.

According to the statement, the event aims to publicize the new licensing procedures for industrial and commercial activities in force.

According to the report, the aforementioned regime arises from the Simplifica 2.0 Project, approved by Presidential Decree no. 182/22, of June 22, which provides for several simplification, de-bureaucratization, digitalization and integration of services measures, which covers Commercial licenses , Provision of Commercial Services and Industrial License.

The document also highlights that the new regime establishes the unification of Commercial and Commercial Service Provision licenses.

It also establishes the Digital Commercial License, as well as establishing the obligation to conclude an insurance contract that covers the risks arising from the installation and activity carried out in the industrial establishment, as well as a special regime for the location of industrial facilities and a stronger regime inspection of infractions, among other advantages.

The new licensing regime materializes the decentralization measures set out in Presidential Decree no. 20/18, of 29 January, granting competence to municipal administrations to authorize the exercise of commercial activities in their respective districts.

However, it determines, on the other hand, the residual licensing competence of the Ministry of Industry and Commerce, in cases of proven technical and infrastructural incapacity of the competent municipal administration.

In addition to the Minister of State and Chief of Staff of the President of the Republic, Adão de Almeida, and the Secretary of the President of the Republic for State Reform, Pedro Fiete, the event will be attended by more than 80 participants, including representatives of ministerial departments with an interest in the matter, industrial and commercial associations, the various Chambers of Commerce and Industry and other public entities.
