Ministry of Justice warns of the defense of Human Rights in all sectors

Africa-Press – Angola. The Secretary of State for Human Rights and Citizenship, Ana Celeste Januário, said this Tuesday (12), in Luanda, that the Executive takes into account that the defense of Human Rights must be present in all sectors of political and which leads to the implementation of a series of transversal measures to ensure their respect, promotion and protection.

Ana Celeste Januário mentioned, during the opening of the seminar on Human Rights and Public Security, promoted by the Ministry of Justice, Human Rights and Citizenship, in partnership with the UNDP, that the observance of Human Rights must be present, above all, in the actions of the Police National, as its work is to materialize the guarantee of the protection and dignity of the human person. Thus, she underlined that “States are obliged to respect, promote and protect them, meaning that all bodies must observe them in their action”.

He added, in this sense, that “the noble mission of the Police is the public security of citizens’ rights.” As an organ of the State, he continued, the Police must act to maintain the conditions of a democratic and lawful state. In this matter, the Ministry of Justice, Human Rights and Citizenship has carried out training actions aimed at police officers, who have incorporated subjects on Human Rights into their subjects.”We recognize that there are still cases of abuse of authority, in which accountability actions have been applied”, said the minister. The Secretary of State for Human Rights and Citizenship, Ana Celeste Januário, highlighted that Human Rights in the current context are the evaluation criterion of States, with regard to guaranteeing and enforcing fundamental rights .

For the nature of the action of the Police, two principles were listed, namely the fulfillment of the duties imposed by the Law, serving the community and protecting all people against illegal acts, respecting and protecting human dignity. The Secretary of State also mentioned that the use of the necessary force and to the extent required at the time, the preservation of confidentiality, unless the performance of duty or the need for justice requires otherwise, are other factors to be taken into account in the police action.

“Never torture or give cruel, inhuman or degrading treatment”, said the Secretary of State, for whom the full guarantee of health protection for all people in their custody, must be part of the police work procedure.

The Deputy Director of the Criminal Investigation Service, Commissioner Almerindo Almeida, recalled that the SIC is an executive body of the Ministry of the Interior, with specific attributions in the fight against crime, and has the mission of ensuring the order and security of citizens, in obedience to the law, for the application of the defense of their assets, with greater relevance to life.

“In all operational activities of the SIC, human rights are present. The citizen, entering the career of criminal investigation, by taking an oath, promises, if necessary, to sacrifice his own life in the fulfillment of his duty”, emphasized commissioner Almerindo Almeida , when addressing the staff.

The seminar, which ends today, will be attended by 50 staff from the National Directorate of the Criminal Investigation Service (SIC), highlighting the presence of provincial directors of the institution in Bengo, Cuanza-Sul, Luanda and Uíge.

During the event, procedures were worked on to identify the appropriate methods to promote Human Rights, taking into account the reality of the Criminal Investigation Service, the strengthening of coordination mechanisms between the Criminal Investigation Service and the Ministry of Justice, Human Rights and Citizenship, using didactics related to “Human Rights, Public Security”, “Psychology and Civil Society Intervention in the Promotion of Human Rights” and Human Rights and Police Intervention”.
