Africa-Press – Angola. Municipal administrations in Zaire province were urged this Friday in Mbanza Kongo to invest more in information and communication technologies.
The exhortation was made by the director of the Provincial Office of Registries and Administrative Modernization, António Félix Kialunguila, at the opening of the second phase of the training on the New Modules of the Portal do Munícipe, aimed at municipal administrators, local government technicians and managers of various public institutions
According to the person in charge, a more efficient service to users involves the domination of technological tools by public administration agents.
He recalled that the Municipality Portal is a municipal revenue collection platform launched in 2017, having become operational the following year, replacing the physical issuance of documents by municipal, communal and district administrations.
He said he hoped that administrations would use this tool effectively, aiming to generate more community revenue and increase the capacity to register more projects in the General State Budget (OGE) in each economic year.
The Municipality Portal allows local administrations to collect fees from citizens resulting from services provided by the respective territorial districts.
For the municipal administrator of Nzeto, Augusto Tiago, the implementation of the Portal do Munícipe provided more trust between citizens and public servants.
He suggested transferring to Municipal Administrations the powers to collect fees on mineral and forestry resources, still under the control of the Institute for Forestry Development (IDF), with a view to broadening the tax base.
The assistant municipal administrator of Mbanza Kongo, Osvaldo Neves, explained that the Portal do Munícipe facilitates the licensing services for civil construction works, the exploitation of aggregates, rehabilitation and demolition of works and the issuance of commercial permits, as well as allowing greater control of state resources.
During 10 days, participants will absorb matters related to the licensing of activities in the industry, transport, energy and water, tourism, environment, civil construction and public works sectors.
The Municipality Portal aims to reinforce administrative and financial deconcentration, aiming to guarantee the operationalization of services and the promotion of local development.
